This is ticket http://trac.sagemath.org/ticket/18892 and it has been solved earlier today and incidentally in April in sage-on-gentoo.
You can just copy the patch https://raw.githubusercontent.com/cschwan/sage-on-gentoo/master/sci-mathematics/singular/files/singular-3.1.7-use_cxx_for_linking.patch in build/pkgs/singular/patches/ and you should be good to go.
