[sage-devel] SageMath devel branch fails to build on Linux Mint 19; ntl, setuptools, ecl and givaro build failure

Hi,

This error I'm confident has nothing to do with my environment variables as 
I build SageMath, or tried to, from a clean bash shell with a very simple 
~/.bashrc (which just cd's to sage's git repo and runs make -j9, no 
environment variables set in it explicitly). The error is shown in this 
screenshot (can't copy it as the terminal is xterm, with no clipboard for 
it):



The logs for these dependencies are in this gist:

are my environment variables, if relevant: 
https://gist.github.com/0c93dab6feac0a00a902b62253be8665. The devel branch 
git commit I'm at, if it helps, is 
6bccacc656da232367d7d5b0a421a0313a912ec4. If there's any more relevant 
information I can provide please feel free to ask and I will happily 
provide.
