Odd though it may be, my 10.14.6 system seems to have the same (or at least similar) command-line tools installed. The build is still in progress, but reports that open-ssl.3.0.0-beta2 has successfully been installed. I am loathe to update Xcode. In addition, it appears that I have never installed Xcode, and only have the command-line tools for 10.14.1.
