Looking at the code, it appears that, among other tactics, Maxima tries to find the greatest common divisor of the exponent and something else (didn't look carefully enough to see exactly what is going on). So that would work if the exponent is an integer. However, I doubt if Maxima can do anything unless the exponent is a literal integer, so the question seems pointless.
