This is very likely a local config issue as others have pointed out
above. An anecdote from last night: I tried to download WinSCP onto a
Windows box that had some sort of Norton "protection" running and it
managed to truncate the downloaded archive every time I downloaded it.
And it wasn't missing a couple bytes, but about 1.2MB out of 1.4MB.
Even deactivating the Norton tool did not fix the problem and on
another Windows box on the same network (i.e. the same global
firewall) everything went fine.

I just tried from a virtual image of XP using IE 6.  When I clicked on 
the download option, a window came up, then disappeared, then IE asked 
if I wanted to save or open the sws file.  I saved it and I got the file.

I have no problems downloading from sagenb.org on windows, using
firefox 2.  There must be some extra security turned on - ?  I am
using windows XP.
