 editor-like environment opens? I guess this editor is how people are
 supposed to create a new HTML cell. If you type in your comments and
 click on the Save changes button on the lower left corner, your
 comments should nicely appear in the notebook.

 Shift click between cells to create a new HTML cell. Double click on
 existing HTML to edit it.
 Use $...$ and $$...$$ to include typeset math in the HTML block.

 It apparently says to just shift click between cells - nothing about
 the blue line.  Log in to e.g. sagenb and check out 
 http://www.sagenb.org/help/,
 about halfway down.  This is now 
 http://trac.sagemath.org/sage_trac/ticket/7848
 on Trac.
