• Experience leading teams and people to successfully implement
change

• Demonstrated strong project management, organizational and
facilitation skills.

• Ability to communicate effectively, both verbally and in
writing with all levels of management and project team members.

• Knowledge of PMBOK (Project Management Book of Knowledge) or

  The Client is seeking a short term (1 year maximum) contractor to serve 
as Project Manager for the purpose of leading and directing the activities of 
the Health Information Technology (HIT) Provision of the American Recovery and 
Reinvestment Act (ARRA) of 2009 under a joint effort of the Office of MMIS 
Services and the Division of Medical Assistance. 

  The purpose of this project is to develop the NC Medicaid Health 
Information Technology Plan (NC SMHP) and Implementation Advanced Planning 
Document (I-APD) that will support the Department's strategic vision and enable 
the State to move from the current As-Is Landscape to the To-Be Vision. 

  The Department will employ Medicaid Information Technology Architecture 
(MITA) principles and approaches as a foundation for analysis to complete the 
Plan. 

   

  There will be extensive Provider and Consumer Outreach to include 
broad-brushed surveying and input from providers for assessment of provider 
readiness and ideas for practical Electronic Health Record (EHR) and HIT 
applications within their professional environment along with Consumer Outreach 
to include focus groups of recipients and/or recipient family members to assess 
consumer specific educational needs and to develop ideas for consumer 
educational materials and tools. Additional tasks include the development of a 
strategy to establish the necessary operational infrastructure support and 
program audit requirements to monitor results at each step of the operational 
plan.
 
   
 
  Knowledge, Skills, and Abilities Requirements:
 

  1. The selected individual must be highly organized and have the ability 
to lead both financially and technically complex projects.
  2. Ability to work with subject matter experts as well as stakeholders in 
order to both document and validate business requirements as needed.
  3. Extensive technical knowledge in a highly specialized area of 
applications systems analysis including Health Information Technology and 
Electronic Health Records (EHR).

The PM will function as an expert member of the Enterprise Project 
Management Office (EPMO) team.
