*POSITION SUMMARY *

Plays a lead role in the evaluation of current systems and processes by
identifying and communicating needs between business areas, technology
teams and support teams.  Also works at a high level to analyze business
area needs, then recommends and defines solutions to address business
challenges and desired outcomes.



*ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties
may be assigned.*



Planning and Execution Activities

• Determines which techniques and artifacts should used for each project
based upon size, complexity and stakeholders

• Identifies all stakeholders

• Helps communicate and mitigate risks to ensure project success

• Responds to changing organizational priorities

• Works closely with project managers and assists with the project planning



Requirements Gathering

• Ensures stakeholders are involved in requirements gathering activities

• Obtains needed information from stakeholders to form requirements

• Captures information provided in formal and informal meeting environments



Analysis, Management & Communication

• Obtains, organizes and categorizes large amounts of information provided
by stakeholders

• Critically evaluates information gathered from multiple sources,
reconciles conflicts, decomposes high-level information into details,
abstract up from low-level information to a general understanding, and
distinguishes user requests from the underlying true needs.

• Documents the business requirements and functional specifications which
express what actions the business must take in order to solve a business
need and delivers work artifacts through the project lifecycle

• Ensures that all requirements and designs support the delivery of value,
fulfill goals and business outcomes

• Prioritizes requirements based on time, cost, scope, strategic fit and
return on investment

• Ensures requirement traceability through all phases of a project / program

• Strives to eliminate ambiguity in, or varying interpretations of
requirements

• Prepares requirements documentation in format understandable to the
recipient audience

• Obtains approvals for each artifact generated

• Analyzes and articulates impacts of changes to requirements

• Appropriately responds to changing requirements

• Resolves conflicts and issues

• Varies communication method / style  based on stakeholder or group

• Understands organizational culture, structure and impact on work efforts

• Understands enterprise architecture concepts and can assess business
capability needs



Recommend Solutions

• Provides a concise list of solution options considered including a
recommended solution

• Assesses the organizational readiness for the new solution

• Outline business capabilities and requirements to move from the current
to future state

• Verify and validate that proposed solutions meet business needs / outcomes



QUALIFICATIONS

EDUCATION AND/OR
EXPERIENCE

Bachelor's degree (B.A.) from four-year college or university; and minimum
of five years related experience and/or training; or equivalent combination
of education and experience.



COMPUTER SKILLS

Proficiency in common Microsoft applications, including MS Office Suite,
Visio, SharePoint and Outlook.

 Working knowledge of project management applications, Mind Mapping
Software, and prototyping applications (e.g. Photoshop, Dreamweaver, Axure,
iRise, Microsoft Expression Studio).



 CERTIFICATES, LICENSES, REGISTRATIONS

Certified Business Analyst Professional (CBAP) certification and/or
Usability (UX) Certifications are desirable



 OTHER REQUIRED SKILLS AND ABILITIES

• Demonstrates thought leadership through innovative, creative, problem

desired business outcomes.

• Ability to interact professionally with diverse groups, executives,
managers, and subject matter experts.

• Guide groups to appropriate and useful outcomes to enable the
stakeholders to make content decisions, e.g., scope, time, cost, quality,
and priorities providing more ownership, higher quality, and more agility
in adapting the specifications, plans, and approaches.

• Understand and manage organizational change

• Facilitate discussions / Focus Groups

• Continually build and maintain professional knowledge. Continue to learn
new ways of managing projects, new processes, “how to” manage group
dynamics, and new ways to engage stakeholders.

• Successfully engage in multiple initiatives simultaneously

• Collaborate with developers and subject matter experts to establish the
technical vision and analyze tradeoffs between usability and performance
needs.

• Familiarity with SDLC (System Development Lifecycle), PLC (Project
Lifecycle) and the ability to be an effective team member on projects using
various development methodologies (Waterfall to Agile).

• Understanding of Business Analysis techniques and when they may be used
including but not limited to: Acceptance and Evaluation Criteria
Definition, Benchmarking, Brainstorming, Business Rules Analysis, Data Flow
Diagrams, Data Modeling, Decision Analysis, Document Analysis, Estimation,
Focus Groups, Functional Decomposition, Interface Analysis, Interviews,
Lessons Learned Process, Metrics and Key Performance Indicators,
Non-functional Requirements, Analysis, Observation, Organization Modeling,
Problem Tracking, Process Modeling, Prototyping, Requirements Workshops,
Risk Analysis, Root Cause Analysis, Scenarios and Use Cases, Scope
Modeling, Sequence Diagrams, State Diagrams, Structured Walkthrough,
Survey/Questionnaire, SWOT Analysis, User Stories, Vendor Assessment
