1.3 Objectives



Client seeks two contract developers to temporarily supplement existing
staff.  Five years of experience in VB.Net, Oracle Development Tools, SQL
Server, and ASP.Net is required.  Experience with Montana’s state-wide
licensing and permitting processes, warehouse management systems, property
appraisal and valuation systems, and SABHRS is also required.
Client-specific experience is preferred.  As a staff augmentation, the
candidate could develop for and/or support a number of applications,
including both the department’s core tax processing systems and supporting
peripheral systems.

The client is seeking a short term (approx. 12 month) contract to provide IT
Operations Support Services. The selected candidate will work with System
Administration, performing (mostly Red Hat)/Solaris/Unix Systems
Administration as well as providing subject matter expertise required to
design, implement and maintain efficient Unix/Linux, application, and web
servers for the Department of Public Instruction.

Task will include:

• Perform Linux/Solaris System Administration
• Install and configure software components making up the NCWISE solution
• Configure and tune Oracle Web, Forms, Application and Report servers.

• In-depth knowledge of web servers including Apache and Tomcat.
• In-depth knowledge of application servers including Oracle Application
server. WebLogic and JBOSS is a plus.
• Knowledge of Unix/Linux operating systems, common office productivity
applications, and the capabilities and limitations of computers and
peripheral equipment.
• Ability to communicate effectively in oral and written form to explain
complex systems concepts to customers, staff, and peers in a simple,

*Project Background *

Our client implemented PeopleSoft Campus Solutions (CS) Student System
version 8.9 during academic year 2008-2009.

In 2009, Client conducted a detailed fit/gap analysis to prepare for the
upgrade to CS version 9.0. Client kicked off the CS version 9.0 upgrade
project in March 2010 with a target completion date of November 2010. Client
also plans to upgrade PeopleTools (PT) from version 8.49 to 8.50
concurrently with the CS version 9.0 upgrade.

The following CS modules are in production:

• Campus Community • Admissions • Student Record • Self Service • Student
Financials • Financial Aid





Provide consulting/ training for Client’s Upgrade Project Team “the team” to
ensure a successful upgrade to CS 9.0 and PT 8.50.



Deliverables:



*Training:*

a) Contractor will provide training on the following topics:

1) PeopleSoft PeopleCode Release 8.5 (5 days)

2) PeopleSoft PeopleTools 8.48 to 8.5 Delta (2 days)

b) Training should be conducted at K-State’s main campus in Manhattan,
Kansas and accommodate up to 12 students per day per course, unless the
parties agree that an alternative method would be as effective.

c) Training delivery method should be lab-based with hands-on interactive
exercises unless the parties agree that an alternative method would be as
effective.

d) Trainer must be willing and able to adjust course content and speed of
delivery to accommodate different learning styles and abilities.

e) One day prior to the start of each class Contractor will verify that the
software on the workstations and server(s) has been set up correctly, and
any outstanding issue(s) have been resolved. Any unresolved software-related
issue(s) after the start of class may result in a reduction of fees paid for
that course.

f) Contractor will provide the following for each course:

1. A brief description of expected outcomes, course pre-requisites,
curriculum outline, and materials to be provided for each course

2. Labor to conduct the course

3. All training materials, including lab exercises and reference books

4. Software and associated licenses, above the operating system level,
required to conduct each course

5. A fully configured virtual machine that will operate under the K-State
hosted environment, e.g., VMWare, Microsoft Virtual PC, etc.

6. The Virtual Machine (VM) software.

7. Labor to copy the virtual machine to the 12 computer workstations and to
server(s) if needed

8. A copy of the sign-in sheet for each day of each course

9. A list of students who successfully complete each course

10. A certificate of completion for each student

11. A copy of student evaluations for each course



Required:

• Minimum of three (3) years consulting experience in higher education
environment

• Consulting at different institutions

• At least one (1) consulting engagement with a U.S. institution of
comparable size to State University (23,000 students)

• Experience with and evidence of working functional knowledge of upgrading
Campus Solutions from PeopleSoft version 8.9 to version 9.0.

• Experience with and evidence of working functional knowledge of upgrading
from PeopleSoft PeopleTools version 8.48 to version 8.50.

• Preference will be given to individuals who have participated in a full
upgrade of Campus Solutions

• An emphasis in experience with functional project planning, not technical,
expertise

*Background and Summary:*

The South Carolina Integrated Tax System (SCITS) project replaces all of the
core tax processing and compliance systems of the SC Department of Revenue,
including over 3000 mainframe COBOL programs.  The legacy system includes
hundreds of operational and management reports, many of which must be
replicated or updated in the new system.  Although many reports have been
developed using Microsoft SQL Server Reporting Services (SSRS), and
operational reports may continue to use SSRS, DOR wishes to utilize SAP
Business Objects for the remaining SCITS management reports.  Some reports
will be fully realized in Business Objects; in other cases, Business Objects
templates will be developed and the SCITS data provided as universes, so
that the business users can utilize BO Web Intelligence to develop custom
reports.  Reporting to the Business Objects Project Manager, with oversight
by the SCITS Project Manager, Contractor is needed to develop reports,
templates, and dashboards for the SCITS project.



*Specific Duties and Responsibilities:*

1.   Work with the assigned SCITS Business Analyst to
gather, analyze, and understand the business user requirements for SCITS
reports.

2.   Work with the assigned SCITS Data Analyst to develop
Business Objects universes based on the SCITS data model and SCITS reporting
requirements.

3.   Utilize Business Objects Web Intelligence, Desk
Intelligence, and XCelcius tools to develop, test, and deploy reports,
templates, and dashboards to meet SCITS business requirements.

4.   Work with DOR technical support staff to publish
reports to Sharepoint or to Business Objects production site as appropriate.

5.   Resolve production issues reported by business users
with any of the deliverables produced.

6.   Provide liaison to DOR Database Administrators, and
Operations  Support section as needed for support of reports development
and deployment, including analysis and resolution of technical issues.

7.   Report on weekly basis to Business Objects Project
Manager and SCITS Project Manager.  It is critical for reports to be
developed on time and within budget.

   - Expert knowledge and experience in SAP Business Objects XI R3.1
   Universe Designer, Web Intelligence, Desk Intelligence, and XCelcius tools.
   - Strong experience in development of reports, queries, templates, and

Our client is seeking to fill a need for a short term Programmer/Analyst to
convert a complex program for creating a core GIS dataset representing the
system network. This involves merging data from various spatial and
nonspatial sources, calculating 3D surfaces, creating routing information
for multiple routes associated with single geometries, and calculating
milepost values for each route. Some spatial data is being migrated from the
current multi-geodatabase environment, to a single enterprise geodatabase,
multi-editor environment.
