and TO-BE business processes and technology.

Collaborate with Technical Services Branch customers about their needs,

Technical Services Leadership.

For both project and maintenance work efforts provide unit, system, and
user acceptance testing support.

Arlington County, Department of Management and Finance, is seeking a
mid-level Project Manager with experience in full System Development Life
Cycle (SDLC) with greater focus on the Business Analysis functions of a
Project Manager role.  This role will support the migration of the County’s
bidder registration, solicitation system and contract management system to
another platform.  This position will report to the Deputy Director of the
Department of Management and Finance and the duties of this position will
include, but not be limited to:

Document the business processes for the bidder registration, solicitation
and contract management
Develop a project management plan for the migration of these
processes/applications to new system
Definition and documentation of To Be Processes.  This may include
facilitation and documentation of requirements sessions and validating
as-Is Processes are addressed from a To-Be Perspective.
Managing and liasing with a third party to ensure these functions are
implemented for the County
Configuration management may include working with subject matter experts to
define workflow and provide basic configuration requirements to the third
party vendor.
Data Conversion support: may include analyzing data, recommending

Development of a communication plan to roll out new processes and tools

Security setup: may include collecting requirements from managers and end

This position is in the ODOT Transportation Application Development (TAD)
unit and requires the skills of both business and application systems
analysis. The position will provide Systems Analysis III services in
support of financial plans and projects within the Statewide Transportation
Improvement Program (STIP) implementation phase, post implementation
support, and follow on warranty work.
In addition, the position will perform Pre Project analysis for a future
project to replace PCS (Project Control System) and PDWP (Project Delivery
Work Planning). A business case and study is required to frame up the new
initiative, and discover the as-is business process.

15 years + experience in Systems analysis, application development and
system support on large and small systems.
15 years + experience writing and executing test cases,  writing software
functional specifications, performing requirements management, data
modeling, and business process modeling.
Extensive experience in business and technical roles with multiple
technical environments, technical tools, and data query languages
Experience interviewing Business customers, and being able to write
business case documentation
Ability to generate and review all levels of project documentation (in both
UML and non-UML notation), including requirements specifications, use cases
(technical and business), design documentation, activity diagrams,
