*Job Description:*

The IT *Project* *Manager* is responsible for leading technology projects
using a variety of technology platforms. He/she ensures the effective
delivery of projects by providing end-to-end guidance from solution design
and requirement negotiation through the development cycle to final customer
acceptance. Assignments will include managing program software delivery and
managing product development efforts. The IT *Project* *Manager* is
responsible for all the technology *project* activities and results from
proposal through implementation including: alternatives and feasibility;
technology *project* planning and tracking; requirements gathering and
negotiation; development and testing; technology subcontract management; and
negotiating commitments for the technology *project* team.

*ESSENTIAL DUTIES AND RESPONSIBILITIES*

   - Forming and leading an effective technology *project* team and ensuring
   all necessary product areas are represented on the team.
   - Being an early adopter for continuous improvements to achieve
   decreasing cycle time and costs, and increasing quality.
   - Representing company and the technology development in a professional,
   courteous and helpful manner when interfacing with internal and external
   customers.
   - Providing input into *project* proposal, planning the software *project
   *, establishing resource estimates, and developing the Software
   Development *Project* Plan.
   - Reviewing and negotiating customer requirements and recommending best
   practices to increase configuration of existing offerings and decrease
   customer-specific development.
   - Identifying software *project* resource requirements and negotiating
   with product managers for *project* resource commitments to meet those
   requirements.
   - Ensuring the appropriate application of CMM and other appropriate
   standards.
   - Providing leadership to ensure the timely execution of the activities
   contained in the Software Development *Project* Plan
   - Ensuring software *project* tracking and oversight.
   - Using business and technical know-how to create and analyze design
   alternatives to meet *project* requirements.
   - Identifying, documenting, negotiating, and managing scope change within
   technology projects.
   - Providing accurate cost estimates for increases in *project* scope.
   - Reviewing and approving program and technology *project* team
   documents.
   - Evaluating progress of functional delivery, reporting *project* status,
   and performing ongoing risk assessment and mitigation.
   - Providing guidance, support, and authority to the *project* team.
   - Acting as the technology development representative on proposal teams.
   - Interfacing with managers and other development groups to create
   efficient product deployment and implementation strategies.

*ORGANIZATIONAL RELATIONSHIPS*

   - The IT *Project* *Manager* is accountable to the Program Manager for
   the program-specific projects and receives direction on program goals,
   objectives, and priorities.


   - The IT *Project* *Manager* is accountable to the Technology
   Organization Management for non-program-specific projects.
   - The IT *Project* *Manager* provides project leadership and direction to
   the members of the technology project team.
   - The IT *Project* *Manager* works closely with Technology Organization
   Management to obtain resources and satisfy project requirements.

*EDUCATION and/or EXPERIENCE*

   - Bachelor's degree or equivalent required. MBA or advanced degree
   preferred. PMP certification desired.
   - A minimum of *seven (7) years* of experience in technology
*project*management, or software development with lead or manager
responsibilities
   preferred. *Five (5) years* of experience in *systems design* and *
   development* desired.
   - Ability to understand, analyzes, and communicates technical designs, *
   project* issues, and *project* status is required.
   - Experience supporting customer facing, high-volume, mission critical
   applications strongly preferred.
   - Familiarity with *MS Projects* (or similar tools) preferred.
