Job Title: Business Systems Analyst (must be very technical) Location: Sunnyvale, CA Duration: 3 Months 2 references The current Permitting System used by the Community Development Department (CDD) for the City of Sunnyvale is a custom in-house application originally built in the 90s using Visual Basic with a SQL Server database backend, with modular additions since then to meet the minimum specific business needs of the City. The legacy system standards for architecture, data integrity and usability are inadequate and extremely rigid. Many of the divisions involved in the permitting and enforcement process do not have an automated system to track documents and determinations pertaining to the construction process and enforcement. The ultimate objective of this endeavor is to implement a commercial off-the-Shelf (COTS) solution for the business of Community Development Department to achieve the following benefits: Implement a modernized Enterprise Land Management system to provide the citizens with enhanced services both in person and online. Provide automated and seamless permit processing between the divisions within CDD. Enhance functionality offered by the current system and to further develop and improve business processes, work management and customer service through automation. Increase data sharing through efficient systems integrations. Increase transparency, availability and access to pertinent information by appropriate users. Increase and improve performance management and reporting capabilities through standardized reference data such as Parcel, address and owner information. Streamline processes to improve performance metrics while providing accurate data on all permit and entitlement transactions, improve data quality, ensure performance accountability, and reduce processing times Incorporate latest technology advancements to enable adoption of industry best practices • Prevent data security breaches Services Requested As the City of Sunnyvale begins the process of replacing its Permitting system, it seeks to use professional services to assist in mapping the current Business Processes for the Community Development Department, assist with the development of a Request for Proposals (RFP) and to facilitate vendor selection. The most critical component of this effort comprises of reviewing existing documentation on current business practices and processes and providing assistance in preparation of a detailed Business process Analysis and Mapping which will be used to formulate the City’s Permitting RFP requirements/specifications. The first step of the project will be a comprehensive identification and review of all processes impacted by the Community Development Department. The main purpose of this effort will be to determine current business processes; however, a key expectation of this phase is to identify areas where the City would be better served by changing its processes to fit “Industry best practices”. Upon completion of the process-related portion of this engagement, the next step will be to identify system requirements including, but not limited to, hardware, software, integration/interfaces with other systems, and conversion of existing data. Once requirements are defined and documented, the service provider will work to identify vendors who offer products compatible with the City’s requirements. The Second step of the project includes assisting the project team in developing the Request for Proposals (RFP), and assisting in the evaluation of proposal responses. The consultant will develop suggested scoring methodologies and cost proposal formats and will participate in the pre-proposal conference.
