The Governor’s Office of Information Technology (OIT) is in need of IT
consulting services to analyze, code, and implement fixes as needed for the
Colorado Driver’s License System (DLS).  This process will require
analyzing and researching various issues submitted through the Help Desk
and making the necessary code changes, if applicable, to fix the issue.
Additionally the consultant may be asked to assist with design and coding
new functionality for the DLS as needed to implement changes required by
2013-14 legislation. Programming efforts will completed within the
Mainframe environment in Natural/Adabas.

This Quote Request is for consulting/programming services to complete
research and make potential code fixes/changes to the Driver’s License
System using Natural/Adabas.
The consultant will have the following deliverables as identified below.
Help Desk Ticket work. The selected vendor will:

Provide analysis of the various help desk tickets related to issues
identified in the Mainframe DLS, consult guidance from the DLS business
user and/or the DLS Lead Developer and provide a solution for the issues
and if necessary, code the solution so that it can be migrated into
production and resolve the issue.
Migrate the coded solution into the DLS production environment utilizing
the standardized procedure, with the approval of the DLS Application
Services Manager or Lead Developer.
Legislative work. The selected vendor will:

Analyze business requirements for required legislative changes to be
implemented by October 1, 2014. Once analysis is completed, provide
potential design options to the business user. These options shall be
completed in accordance with current standards used for DLS modification.
Once the business user approves the design, the consultant will be
responsible for coding the changes and unit testing them to ensure that
they meet the design specifications.
The consultant will also be responsible for coordinating User Acceptance
Testing (UAT) and migrating the changes into production once the business
user has given final approval that the coding changes meet the requirements.
Assist with the service transition from development to test to production.
Document analysis, design and all changes made to enable transfer of
knowledge.
Attend team meetings as appropriate and provide written progress/status
reports to the DL Application Services Manager.
Background

The Colorado Driver’s License system currently resides on a Mainframe
system that utilizes Natural/Adabas for any coding changes required in the
system. Governor’s Office of Information Technology (OIT) is in need of IT
consulting services to analyze, code, and implement fixes as needed for the
Colorado Driver’s License System (DLS).  The 2013-14 Colorado Legislative
session mandated a number of changes be made in the DLS in order to comply
with new laws passed during the session. Additionally, there are routine
system issues and questions that require research and feedback to the DLS
users. This position will work on one or both of these tasks.

Minimum qualifications:
Excellent people skills to interface with business user and IT seamlessly
Excellent technical writing for such items as documentation, change
management, and status report
Excellent oral and written communication skills
Excellent organizational skills
Excellent analytical skills
Excellent knowledge of and coding in Natual/Adabas programming languages
Strong system design skills
Strong problem analysis skills and ability to work well under pressure
Must have the ability to work independently, be a self-starter
Must be flexible with the ability to change course when necessary and

Scope of Work:

To accomplish the work of this request the Leased Worker or Vendor-proposed
alternative will work with OIT and any other necessary associated groups.
Document additional requirements of the project where necessary.
Provide process and system diagrams if necessary.
Obtain written approval of all designs and requirements from OIT DLS Lead
Developer prior to performing coding, testing, or implementation.
Prepare all appropriate change control documentation for approval and
execution by OIT.
Perform and/or manage the work itemized in section A of this request.
If working on a legislative project, create user and technical
documentation for the project and save to the appropriate DOR storage
location.

The Virginia Retirement System (VRS) is seeking a senior level Natural
Adabas developer.  This developer will bring their practical experience to
VRS to develop and support Natural Adabas systems.
VRS currently has a Legacy Natural Adabas system, Java
Responsibilities:
Software Development
Provides guidance and mentoring to other developers
Creates technical designs
Participates in peer reviews of technical designs
Conducts and participates in code reviews
Develops complex software and configuration data using secure coding
