Job Title: QA Analyst/ Healthcare
Location: Columbia, SC
Duration: 12 Months

The ICD-10 initiative is among the most complex IT projects taken on by the
State’s Department of Health and Human Services. This project is a
multi-year effort to enhance many of the State’s aging Medicaid business
processes and associated systems.

Serves as a liaison between the business community and the IT organization
in order to provide technical solutions to meet user needs. Possesses
expertise in the business unit(s) they support, as well as, an
understanding of the IT organization's systems and capabilities. Analyzes
business partner's operations to understand their strengths and weaknesses
to determine opportunities to automate processes and functions. Assists in
the business process redesign and documentation as needed for new
technology. Translates high level business requirements into functional
specifications for the IT organization and manages changes to such
specifications. Educates the IT organization on the direction of the
business. Negotiates agreements and commitments by facilitating
communication between business unit(s) and IT from initial requirements to
final implementation. Possesses an understanding of technological trends
and uses this knowledge to bring solutions to business units supported to
enhance the enterprise's competitive edge. May make recommendations for buy
versus build decision.

DAILY DUTIES / RESPONSIBILITIES:
Testing Analyst will be responsible for working with SCDHHS Medicaid
stakeholders to identify and create test cases and scenarios, execute
scenarios, document results and follow through on necessary retests.
Testing Analyst must have strong Healthcare claims comprehension, extensive
hands-on testing with all aspects of claims processing/business process and
also be able to work closely with the business units and sub-teams to
ensure their processes are fully tested.
Testing Analyst will be responsible for planning, development, execution
and management reporting of end-to-end and External Trading Partner test
scenarios for SCDHHS Medicaid business. ? The Tester will be functioning
within a dynamic environment that will require vigilance to deadlines,
traceability and teamwork.
Must possess strong technical debugging and troubleshooting skills coupled
with strong analytical and communication skills. Experience collaborating
with business analysts and Development engineers to design test cases and
provide test data requirements that focus on business flows across
integrated systems. ?
Having experience with JIRA or other test automation tools would be a plus.
Must be an independent self-starter able to take on responsibility for
analyzing test results and understanding healthcare products in order to
design appropriate test cases.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
THE ABILITY TO:
Have demonstrated claim processing testing experience in the healthcare
industry (preferably Medicaid) ?
Strong analytical skills and experience with implementation and management
of software
Knowledge of QA and process metrics to measure and improve the quality of
the processes and final product ?
Excellent problem solving skills
Self-motivated, independent, self-starter. ?
Have a passion for achieving excellence in product quality and reliability ?
Have experience in working with distributed team members ?
Be extremely detail-oriented with respect to documentation and
communication?
Strong database skills

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

At least 5 years of experience working in a healthcare environment
(preferably Medicaid)
Strong regulation knowledge of both HIPAA 5010 transaction set and ICD-10
initiatives.

REQUIRED EDUCATION:
Bachelor’s degree in a technical, business, or related field. Years of
experience can substitute for formal education.

This position will provide testing and Quality Assurance in support of a
larger technology modernization and transformation project. The team is a
combination of Clemson information technology professionals and experienced
consultants, and we are seeking individuals who are highly productive, very
flexible, and can work effectively in an environment where ambiguity is
common. Team members are expected to contribute with minimal supervision
and be self-motivated. The project demands individuals who are strong
collaborators, who want to make a positive contribution to the State of

The QA team is one part of a larger project that will use modern

leadership” for Medicaid eligibility systems and general health information

SCOPE OF THE PROJECT:
The Medicaid Member Management project is one of the most complex
technology development projects undertaken by Clemson University on behalf
of the State of South Carolina’s Department of Health and Human Services

Medicaid Eligibility Determination System (MEDS) with a multi-tier
application environment that requires modern technologies, technical

existing software both functionally and
via an automated testing tool; position requires an experienced Quality
Assurance Analyst to work on federally mandated changes for Medicaid.
Position will develop, create, modify, and execute test cases.
The QA Analyst will analyze business requirements and use cases in order to
create test plans, then create test artifacts and leverage test automation
to verify software development against the application requirements. Test
cases will focus on the verification of both the user interface as well as
the database.
The QA Analyst will help ensure the highest quality of our product before
it reaches our customers.
He or she will be responsible for creating and executing system test plans
for application development efforts according to defined application
requirements. The QA Analyst finds and tracks software defects, coordinates
re-testing with the project team and documents the conditions and results
of testing.

JOB DUTIES:
1. Participate in analysis and design of features and enhancements (5%)
