DHS has a need for a Quality Assurance resource with strong experience in
testing large and complex systems development projects. The changes that
the IEI project encompasses involves testing very complex technical
components that integrates with many applications across DHS. This testing
is required so that when the changes are rolled into Production, the
quality is not compromised. For this QA effort, the project requires
specialized QA resources that can perform Quality Assurance & Quality
Control as per the industry standards.
The Quality Assurance Analysts are needed to bring several active, high
visibility System Modernization projects to successful completion. The QA
Analysts will work on DHS Systems Modernization projects such as ISDS,
MMIS, and METS as determined by the State’s Project Manager.
The Quality Assurance Analyst will be responsible for performing all
Quality Assurance activities for the System Modernization IT portfolio of
projects. These will include several cross-agency projects with key
collaborators from MNsure, MN.IT@DHS and the Department of Human Services
(DHS).
The successful responders will be expected to develop and execute test
plans and test cases for all phases of testing, communicate effectively,
both verbally and written, with all resources involved in a project, and
report defects in a timely and accurate fashion while managing multiple
priorities and fostering an environment of team building and coordination.
Mandatory Qualifications

B.S. or B.A. degree (4 year) with five (5) years’ experience as a Quality
Assurance Analyst
OR Associates degree (2 year) with seven (7) years’ experience as a Quality
Assurance Analyst OR Ten (10) years’ experience as a Quality Assurance
Analyst
Five (5) engagements in a Quality Assurance Analyst role, each with a
different organization and each lasting a minimum of three (3) months.

Desired Skills
Computer Science or Information Technology degree
Experience utilizing Rational Team Concert (RTC)
Experience as a QA Lead
Experience writing and executing advanced SQL query commands
Experience in Infrastructure Testing
Experience in Web Services Testing

SCOPE OF SERVICES
Perform end-to-end test process for complex case management system being
built with MS Dynamics;
Work closely with project manager /Test Lead and project team to provide
testing timelines;
Participate in the early phases of projects to ensure that inputs into
testing process can be translated into a test plan and test cases;
Design test cases for projects and work with project teams to obtain
approval;
Work closely with project teams to understand solution requirements and
generate test scripts and perform test analysis;
Conduct the execution of all functional tests according to test plans and
scripts, document results, and quickly identify and troubleshoot issues;
Use automated tools to perform performance and functional testing as
needed;
Raise potential issues to the appropriate parties and contribute to
solutions;
Assist in maintenance of equipment and configuration in the QA lab and
ensure that environments are available and properly configured for project
needs;
Participate in all process and standard development for the Quality
Assurance Team
Keep track of the new requirements from the Project;
Analysis tests (performance/load/stress and functional) results in order to
be able to forecast applications needs and limitations;
Perform Smoke test when the environment gets a new build every time.

Mandatory Skill/Expertise

Minimum 4 years of experience as a QA/Test team member and an additional at
least 4 years of general work experience.
Experience with HP Quality Center or any other leading defect tracking
products.
The ability to work with these teams and articulate requirements to
facilitate properly configured performance testing environments.
The ability to communicate with the infrastructure teams to recommend
alternative solutions for addressing application bottlenecks.
The ability to understand requirements and translate them into test cases.
Experience with manual and automated testing is required.
Good oral and written communication skills are required.
Must be a team player who works well with technical and non-technical
resources.
The ability to see tasks through to completion with minimal guidance.

Desirable Skill/Expertise
Understanding of a variety of programming languages, architectures, and
standards (e.g., J2EE-Java, .net, n-tier architecture, service oriented
architecture).
Experience with testing solutions built with MS Dynamics and MS SharePoint.
