-This position is for one Business Analyst resource to work on the Business Application Modernization (BAM) project. BAM has two major applications – a public facing web application used by the public to primarily renew vehicle registrations and driver licenses and a
thick client application used by motor vehicle clerks and the Department of State to register and title motor vehicles, obtain driver license and personal identification cards, register voters, and manage approximately 20 million vehicles and 8 million driver and identification card holders. 
-The Business Analyst will work with BAM development teams to understand the application design in order to provide recommendations for the design impact with future changes to the application and to understand the current application design. 
-This position will also performs a complete range of information system analyst assignments including, but not limited to gathering and management of business requirements, system user acceptance testing, maintenance and development of systems, user documentation and participation of the pre and post system implementation support. 
The security for the BAM System is the Client Active Directory (AD).
The BAM System is hosted on the Microsoft Internet Information Service (IIS) servers using the Microsoft .Net Framework.
All .NET objects, along with the client–facing Web pages are stored on the Microsoft IIS servers. 
BAM is deployed using the COMET.NET solution framework. The .NET architecture provides a set of robust facilities for application development and is the programming model underlying developing, deploying, and running Web services and applications for COMET.
The .NET common language runtime and class libraries are at the center of the .NET Framework. 
The common language runtime manages memory, security, and language integration. 
The State uses .NET common language runtime running on Windows 2003 servers (servers will be upgraded to 2012 in the near future). 
The .NET managed business components in COMET use ADO.NET to connect to the SQL Server database where the operational data is stored. 
This position, under State direction, will support the web and thick client applications in BAM environments. 

Skills Required .NET, SQL-Server, SSIS, SSRS, Object oriented programming, TFS, ASP.NET, HTML, MVC

Experience Required At least ten years of experience with web development in .NET and ASP.NET. At least ten years of experience with web development and an SQL Backend. This position will be responsible for managing a unit to develop plans and repeatable processes for the data conversion proc4ess of an in-house-developed Case Management System to the trial courts in the Client. The position will lead a unit of subject matter experts, third-party consultants, and staff technology experts. This project is focused on planning for the migration of data from AS400 legacy systems to SQL Server database management system. The deliverables should include a detailed task list, a software specification for scripting of the process and a requirements document for skills necessary to complete the task list. There is a heavy focus in assuring that the organization has developed repeatable processes to minimize the cost and time taken to migrate data for 210  courts’ case management systems. Key Areas of Responsibility:
 • Creating, managing, budgeting for and coordinating a unit comprised of Judicial Information Services staff and third party contractors with the following deliverables: o Development of processes necessary for scaling data migration process to support numerous concurrent migration operations. o o Software specifications for scripting necessary to automate the process o List of tools required o List of Staffing Requirements to implement process 
• Coordination with four other planning units (Application Packaging, Operational Planning, Rollout Planning, Infrastructure Planning) 
• Managing issues throughout the project 

Skills Required
 • Technology project management. Must have working knowledge in the following areas: o Maintenance and support of applications o Database management o Database ETL functions o Communications management 
• Lead unit through the creation of the deliverables. 
• Facilitate required status and other meetings with executive level committees, client management, project teams and staff 
• Change/Issue/Risk Management, Project budget tracking/reporting 
• Develop and ensure consistent documentation deliverables to JIS 

Experience Required 
• 10  years’ experience in the management field – Consulting experience a plus 
• Strong background in Project\Program Management with both Fortune 100 companies and small/mid-sized companies
 • Experience with upgrading/rolling out of enterprise-wide technology 
• Proficient in Microsoft Office
 • Excellent interpersonal, self-management, unit management and communication skills
 • Strong team building skills PMP certification a plus 

Education Required • BA or BS is preferred
