The Medicaid Member Management project is one of the most complex
technology development projects undertaken by Clemson University on behalf
of the State of South Carolina’s Department of Health and Human Services
(SCDHHS). This project is a multi-year effort to replace the State’s
Medicaid Eligibility Determination System (MEDS) with a multi-tier
application environment that requires modern technologies, technical
practices and substantial collaboration with a variety of stakeholders.



DAILY DUTIES / RESPONSIBILITIES:

The Senior Oracle DBA is responsible for working closely with both the
project development team (scrum/sprint teams) and with the Clemson Oracle
Administrators to provide Senior Oracle DBA support for the implementation
of IBM’s Curam Social Industry Platform. The Senior Oracle DBA will manage
be responsible for providing leadership in the implementation of the Curam
data model and preparing the solution for operations.



Duties include:

• Day-to-day data model oversight.

• Developing a governance strategy to ensure consistent, sustainable, and
scalable data model changes, with a focus on retaining the ability to
easily update the Curam platform to future versions.

• Advising development and product teams on best approaches for required
data model extensions and/or changes.

• Hands-on Oracle development and application in ways that are consistent
with the Curam framework and Oracle best practices.

• Collaboration with Clemson’s Oracle administration team to maintain test,
staging, production databases and the development of operations procedures
for database management.

• Developing and executing a data migration plan from the existing Medicaid
Eligibility Determination System (MEDS) systems (custom built mainframe
application with IDMS-R datastore).

• Coordinating with outside entities, including vendors for other
systems/services, providers, professional associations, and other State
agencies.

• Other duties as assigned.

Clemson is seeking a Senior Oracle professional with the knowledge and
experience along with comparable communication and interpersonal skills to
enable success on this high-visibility project.

database environments, physical structures. Plan, implement and maintain
Disaster Recovery methodology.

• Uphold enterprise policy guidelines and recommend new/improved
guidelines

• Partner with project teams and interact with customers to find
solutions for projects and operational issues for existing and proposed
databases. Work with technical architects to ensure data model meets the
platform's requirements for the business and technical perspective.

• Define business object/database table mappings and structures,
fail-over strategies and distributed data strategies

• Ensure database objects (views, stored procedures, triggers and
constraints), SQL statements, and database migration scripts meet
performance and security objectives

• Demonstrate the knowledge and ability to perform in all of the
database management skills of database administration, Web connectivity,
physical structure, overall architecture, and database analysis

• Provide standardization and consistency across environments

• Ensure a stable and secure database environment

• Apply database management consulting skills and gathers user
requirements

• Implement and monitor database functionality to ensure stable
environments

• Identify and initiate resolutions to user problems and concerns
associated with database server equipment (hardware and software)

• Proven ability to plan and execute disaster recovery strategies
including working with architects to correctly configure hardware and
