*Background*

FirstNY (“FNY”), a unit within OSC’s Division of the Chief Information
Officer (CIO), is responsible for collecting data from numerous source
systems, transforming the data into a usable format, maintaining the data’s
accuracy and integrity, and securely disseminating this information to data
consumers. These consumers are comprised of OSC employees and the general
public. The public accesses this data through Freedom of Information Law
(FOIL) requests that are fulfilled via FNY and through Open Book New York
(OBNY), the Comptroller’s transparency website. Source systems include the
Statewide Financial System (SFS), PAYServ (NYS payroll system), the Local
Government and State Accountability subsystem, and the Public Authorities
Reporting System.

Data consumer demands on FNY have increased over the last several years.
Additionally, OSC is undergoing a number of architectural and technological
changes that are resource intensive. These include upgrading Oracle
Business Intelligence Tools to Oracle Business Intelligence Suite
Enterprise Edition (OBIEE) and re-architecting the FNY security model.

While we are hiring and training replacements, FNY requires an ETL
Developer to augment remaining staff.

*NOTE: there is an incumbent ETL Developer consultant.*

*Scope of Services*

Under the direction of the Manager of FirstNY, the ETL Developer will:

   1. Collaborate with coworkers, system users, business analysts and other
   CIO teams to gather requirements for system changes and enhancements;
   2. Perform analysis necessary to understand the requirements for system
   changes and enhancements and any factors related to fulfilling these
   requirements;
   3. Design solutions to satisfy requirements for system changes and
   enhancements;
   4. Identify, analyze and resolve production issues;
   5. Develop, remediate, enhance and refactor program code and Oracle
   Warehouse Builder objects to implement design solutions and to enhance code
   readability, efficiency, and maintainability;
   6. Design test plans to confirm that the requirements of system changes
   and enhancements are being met. Regression, unit, and integration testing
   should be included in the design, as required;
   7. Create and maintain documentation, as needed. Documentation will be
   required for:
      - Program units and objects,
      - Processes,
      - Environment setup and configuration,
      - Solutions identified to resolve problems,
      - Test plans,
      - Business requirements, and
      - Design documents;
   8. Report to the Manager of FirstNY on the status of tasks and any
   issues encountered in applications;
   9. Under the direction of the Manager of FirstNY and working with the
   CIO Database Administration team, develop, implement, test and maintain a
   new data warehouse security model, conforming to the FirstNY security guide
   and the FirstNY technical reference manual;
   10. Provide technical guidance, mentoring, knowledge transfer, and
   support to other programmers; and
   11. Other related duties as identified by the Manager of FirstNY.

*Minimum Qualifications*

The Proposer’s candidate(s) must have a minimum of:

   1. Five years of experience developing and maintaining a data
   interchange system interfacing with a custom off-the-shelf financial
   system, such as PeopleSoft or Oracle Applications;
   2. Five years of experience working with Oracle Security, including
   users, roles, object and system privileges, application contexts, virtual
   private database and associated policies;
   3. One year of experience working with an ETL tool such as Oracle
   Warehouse Builder or Oracle Data Integrator; and
   4. Five years of experience working with Oracle Business Intelligence
   (OBIEE, Discoverer, Oracle Reports).

*Additional Information*

In addition, the consultant shall:

   - Work a 40 hour workweek during regular OSC business hours (i.e., from
   8:00 AM to 5:00 PM Monday through Friday, excluding State holidays).
   - Work at OSC's office building located at 110 State Street in Albany,
   NY.
   - Report directly to the Manager of FirstNY.
