1. Experience with ArcGIS 9.3
2. Javascript experience with ESRI’s javascript API preferred
3. Java or net , experience with ESRI’s ADF (application developer
framework) strongly preferred

To create a GIS web application which provides:
1. Functionality from Engineering GIS sites
2. Meets the needs of Maps on Demand
3. User friendly interface
4. Provide scalability for future needs
5. Does not require extra ESRI licensing
*Infrastructure:*
1. Javascript client - Javascript chosen over Flash or Silverlight.
Recent additions to Javascript allow its user interface to allow similar
functionality and look and feel as Flash and Silverlight.
2. ArcGIS Map services created with input by Maps and Records
department so that all layers have a common look and feel
