The manager is looking for a Project Manager to run a healthcare reform
project.  With the creation of the Affordable Healthcare Act (Obamacare),
healthcare providers are required to create a qualified health plan that
will be submitted to the healthcare market place.  The government must
approve the health care plan in order for Blue Cross to be eligible to sell
their products in the market place for Obamacare.  The manager needs a
person who has project management knowledge and healthcare knowledge to
help manage this initiative.  The individual does not need to be PMP
certified but they do need an extensive understanding of creating a project
plan, scheduling, providing deliverables, communication with stakeholders,
and overall coordination skills for large projects.  The manager has
received a ton of IT Project Manager resumes and that type of PM doesn’t
fit what she needs.  A strong background in healthcare and business side PM
knowledge is what will work.





Job Description - Project Manager:

This resource will manage all the work efforts relating to the submission
to the government. This allows Our Client to maintain its Qualified Health
Plan status for the marketplace.





Our Client is looking for a Project Manager to run a healthcare reform

Key Items:

• Project manager or coordinator experience

• Healthcare experience and terminology (HIPAA, Healthcare Reform,
Regulatory, etc)

• Extensive understanding of Obama Care / Healthcare Reform

• SharePoint experience (won’t need to create but will need to manage)

• Communication with high level executives and multiple departments
throughout BC

• Weekly meeting scheduling

• Status updates for stakeholders

• Term of assignment will most likely go past the May date listed (Actual
work won’t begin until January)

• Must understand what the marketplace is and able to get up to speed
quickly

• Strong organization skills

Responsible for initiating, planning, executing, controlling, and closing
complex application and system implementation projects using a formal
project management methodology. May manage multiple projects of moderate
size concurrently. Involved in the development of strategic plans for
projects of high business complexity. Develops detailed plans and
schedules. Monitors project metrics for significant deviations in quality,
cost, or schedule. Assists in establishing and improving project management
methodologies, procedures and policies. Coaches and mentors individuals on
the project teams and provides feedback on performance to their leaders.
Adheres to Project Management Office policies, procedures, and
methodologies. Complete knowledge of the Project Management Institute’s
standards and terminology. Oversees Our Client’s relations to ensure that
service expectations are developed and met. Wide latitude in determining
creative solutions to strategic and operational needs. A high proficiency
level in specific job related skills is required.



Education Requirements:



Bachelor's degree required

2.) Ability to interface with all levels of management and have excellent
facilitation skills

3.) Extensive experience in large scale projects



*Summary:*



General corporate functions applied: budgeting, financial and contracts
management, audit, compliance, human resources, training and development.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties
may be assigned.



1.       Working independently within guidelines, responsible for
initiating, planning, executing, controlling, and closing application and
system implementation projects using a formal project management
methodology.

2.       Typically manages multiple projects of small to moderate size and
risk concurrently. Oversees the system development process.

3.       Manages the project implementation process including developing
the business readiness plan, training materials, process and procedures,
and communication materials.

4.       Develops detailed plans and schedules, including goals, risks, and
resource allocation.

5.       Facilitates meetings for project status updates, obtaining project
requirements, resolving issues and/or litigation risk.

6.       Monitors project metrics for significant deviations in quality,
cost, or schedule.

7.       Assists in establishing and improving project management
methodologies, procedures and policies.

8.       Adheres to Project Management Office policies, procedures, and
methodologies.

9.       Coaches and mentors individuals on the project teams and provides
feedback on performance to their leaders.

10.     Oversees client/customer relations to ensure that service
expectations are developed and met.



*EDUCATION AND/OR EXPERIENCE:*



1. Bachelor’s degree in related field preferred

2. Project Management Institute Certification (PMI) preferred

3. Minimum five (5) years related experience preferred
