Knowledge of, and experience with, DW/BI concepts, applications, and
supporting data structures.
·         Knowledge of, and experience with, transformations required to
build effective forecasting/analytical data sets.
·         SAS knowle
dge and experience is highly preferred, including advanced Base SAS
programming, SAS macro language and SAS Forecast Server.
·         Demonstrated excellent problem-solving skills.
·         At least five years experience in using SAS Forecast Server and/or
SAS/STAT products.
·         Proficient in Base SAS programming and SQL programming.
·         Possess a working knowledge of SAS:
o        SAS Management Console (SMC)
o        Information Map Studio (IMS)
o        Web Report Studio (WRS)
o        Add-in for Microsoft Office (AMO)
The analytical consulting resource will also:
·         Possess the ability to manage complex projects with little direct
supervision.
·         Be imaginative, inquisitive and able to troubleshoot issues.
·         Be customer focused.
·         Possess good oral and written communication skills (including the
ability to communicate clearly and effectively with non-technical people)
·         Communicate the business value of SAS analytical solutions, and
assist clients in defining and achieving their business goals.
·         Understand and translate client´s business requirements into
workable technical solutions.
·         Apply Forecasting and Analytical Methodologies, and contribute to
its ongoing continuous improvement.
·         Participate in application design and architecture discussions and
assess the impact and applicability of forecasting to client’s business
problem solutions.
·         Complete all levels of application testing and Q&A, and prepare
all required documentation;
·         Lead and actively participate in SAS knowledge-sharing activities;
·         Provide presentations with the client as required;
·         Facilitate discussions on forecast modeling to capture questions
that NCDMA has                        interest in applying advanced
analytics.
·         Develop an understanding of NCDMA’s data environment and how that
applies to developing analytical models.
·         Provide Analytical model development services.
·         Provide knowledge transfer and support services around Forecast
Server and forecasting concepts.
·         Review models and results with NCDMA stakeholders.


Forecast Server Related Tasks:
·         Assessment of descriptive statistics around data fields of
interest.
·         Exploratory data analysis (EDA) utilizing advanced visualization
and interactive plotting capabilities.
·         Missing value replacements and statistical transformations to
prepare data sets for analysis and analytical modeling.
·         Conducting statistical analysis to identify additional potential
causal variables (such as Population receiving Food Stamps) to be included
in forecast modeling.
·         Modify existing data preparation code or create new data
preparation code to incorporate additional casual variables.
·         Create new Forecast Server projects with either different
hierarchical structures or new causal variables to be considered.
·         Conduct ad-hoc statistical analysis and forecast modeling
activities.
Synopsis:
These tasks include acting as the primary support person and knowledge
worker of Forecast Server within NCDMA, and working with the NCDMA user
community in implementing Forecast Server within user environments ensuring
the users take advantage of Forecast Server’s capabilities.   These tasks
may also include developing data sets for supporting discovery in the
development process.  This may include writing SAS programs to access data
from various sources in support of the requirements.
