Details:
Cyrillic localisation displays pages in ISO8859-5. I think, it is almost the
first time on the web, that ISO8859-5 is used for cyrillic. Although it is
aimed for cyrillic, nobody uses it.
The problem is, that even Mozilla 1.7.2 with character encoding autodetection
turned on for Russian can not guess ISO8859-5 on this site. And I can not
switch to plain english interface. Site is unreadable.
CP-1251, KOI8-R and UTF-8 are commonly used for russian. For ukrainian,
replace KOI8-R with KOI8-U. In general, UTF-8 is the best choice.
