Hi,

I'm evaluating the project you submitted for approval in Savannah. While
doing so I have noticed a few problems which are described below.

The license notice does not contain the last section, "You should have
received a copy of the GNU General Public License along with this program
" Please correct this, and add a complete verbatim copy of the license,
which may be found at http://www.gnu.org/licenses/gpl.txt. The license must
be copied verbatim and in its entirety. You should also choose a licence for
your documentation.

Please check
http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for more
information, and update your files.

Your project is not part of the GNU project, so we cannot accept its current
type. We want to maintain the distinction between 'GNU' and'non-GNU'
projects. If your project is approved for inclusion into Savannah, we will
set it's type to 'non-GNU'.

If your project is accepted into the GNU project you may change its type.
You can do this by asking us.

If you are willing to make the changes mentioned above, please provide us
with an URL to an updated tarball of your project. Upon review, we will
reconsider your project for inclusion in Savannah.

To help us better keep track of your registration, please use the tracker's
web interface following the link below. Do not reply directly, the
registration process is not driven by e-mail, and we will not receive such

You wrote "it's necessary have installed the 'vloopback' program". Is
"vloopback" a Free program? Projects hosted at Savannah should be Free

Otherwise I think your project meets the Savannah requirements, except that

Hi,

I'm evaluating the project you submitted for approval in Savannah. While
doing so I have noticed a few problems which are described below.

In your project description, I noted text like "Microsoft(R) Windows(TM)".
Please to not use (R) or (TM) to indicate trademarks. The trademark owner has
reason to use them, but you have no reason to do so.

We prefer to approve project with source code (or text in the case of
documentation projects), so we can check it for legal issues (even
non-functional code is OK). We will among others check if the files contain
appropriate copyright notice and permission-to-copy statements at the
beginning of every copyrightable file. Our review helps catch potential legal
issues early.

If you need Savannah right now, please explain to us why; otherwise, please
resubmit the project when you have source code.

If we approve your project without source code, we will review the code in
the near future (or better, at your request). If then the source code does not
meet our requirements (for example, non-free dependencies), we will then
discuss the issue and possibly remove the project from Savannah.

Do you need the Savannah services now, and if yes do you agree with the above
conditions?

Hi,

I'm evaluating the project you submitted for approval in Savannah. While
doing so I have noticed a few problems which are described below.

Savannah's mission is to host free software projects, and we want the public
to think of them as free software projects. A project name that says "open"
will tend to lead people to think of the project as "open source" instead of
"free software".

We would be glad if you accept to use "free" instead of "open" in your
project name.

I could find licence and copyright notices in only two of the files:
pg_util.c and pg_util.pgc Similar notices must appear in all files. You
should also add a file called COPYING containing the verbatim text of the
GPL.

Hi,

I'm evaluating the project you submitted for approval in
Savannah. While doing so I have noticed a few problems which are
described below.

In avl_file.h, you state "This code license is GNU GPL", but did not
add appropriate copyright notices. You must copy the preamble of the
GPL into each file, and you must state who the copyright holder is.
You must also add a COPYING file containing the GPL.

Please check
http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html for
more information, and update your files.

I didn't look at the technical details of avl_file.h, but it seems
similar to an existing GNU project, libAVL which you can find at
http://www.stanford.edu/~blp/avl You may decide that it's better to
contribute to this project rather than to start a new one.

If however you want to start a new project, and are willing to make

Hi,

I'm evaluating the project you submitted for approval in Savannah.

Your project looks good (no proprietary dependencies, use of
GPL-compatible libraries, license and copyright notices in all
files).

There a couple problems to fix before we approve the project:

- the origin and permissions of the images in the img/ directory
are unknown. Since those files cannot carry copyright and
license notices, we recommend that you add a README file in the
same directory containing the associated copyright (origin) and
  license (permissions). Check
  http://www.gnu.org/prep/maintain/html_node/Copyright-Notices.html
  for further information.

- The address of the FSF has changed, and is now:

51 Franklin Street, Fifth Floor, Boston, MA 02110-1301 USA

Can you update the copy of the GPL (COPYING)?
  http://www.gnu.org/licenses/old-licenses/gpl-2.0.txt

If you are willing to make those changes, please provide us with
an URL to an updated tarball of your project.

It might be better to put both licenses at the top level if you fear
that kind of confusion.

It is always good to have some clarifying references, please keep it. :-)

Sorry, I cannot find the COPYING.GNU-FDL file in the tarball you have
provided. Please double-check it.

I don't know what majority you are referring to, however, for me
unpacking a source tarball and not seeing a COPYING file (whether it's
GPL or not) is highly confusing.

Moreover, you use standard copyright notices which contain the
following (emphasis is mine):

You should have received a copy of the GNU General Public License
along with program; see the file _COPYING_. ...

Do you feel you have to change every single notice in your files to
read COPYING.GNU-GPL instead? Anyway I would not recommend that, but
just stick to common practice. :-)

> I also suspects that in Procmail library's case, the *.DOC should
> include both GPL and GFDL in this dual licence situation, -- with
> explanatory textx -- leading to further confusion.

This is highly unlikely to be the case. Both GPL and GFDL have the
"verbatim reproduction" sentence in their very first lines of the
following form:

Everyone is permitted to copy and distribute verbatim copies of this
license document, but changing it is not allowed.

This way, including full texts of both licenses into single file ("a
document") is, in fact, invalid.

> > 3. While using Open Office format is pretty OK, would you mind
> > removing the original(?) .ppt file from the tarball?
>
> I'd keep both.

Please think about this for a moment: what will happen if someone
starts distributing a modified version of your program/documentation?
Should he/she modify both .odp and .ppt files if the presentation has
to be modified? What if he/she chooses to modify only the .ppt file?

More important, having a .ppt file in the distribution bears the
message we would not like to support: a message that using proprietary
software and obscure formats is OK.

Follow-up Comment #4, task #7296 (project administration):

>
> 2. Please put a complete copy of GFDL (not GPL) under doc/source.

I think placing one file in one directory and the other in another is
confusing. The files e.g. under doc/source are not covered only by
GFDL.

The README points to direction to read:

doc/source The source files from which *.html files are generated
doc/source/LICENSE.txt Licensing information

In same location as LICENSE.txt,

[Edit; I added clarifying texts
 "see the file COPYING.GNU-GPL" and
 "see the file COPYING.GNU-GFDL"]

http://cante.net/~jaalto/tmp/tmp/pm-lib-20070925.1512.tar.gz

there are accompanying files, which contain the full licence texts:

   *.GNU-GPL
   *.GNU-FDL

There are descriptive names to the person downloading the source. The
names like these are not so clear:

   COPYING
   COPYING.DOC

This may a convention used by the GNU project, but unknown to majority
of the applications.

I also suspects that in Procmail library's case, the *.DOC should
include both GPL and GFDL in this dual licence situation, -- with
explanatory textx -- leading to further confusion.

> 3. While using Open Office format is pretty OK, would you mind
> removing the original(?) .ppt file from the tarball?

I'd keep both.

Hi,

here is proposed follow-up:
--

I'm reviewing your project for inclusion in Savannah. While doing so
I've discovered a few problems.

The top directory of the distribution lacks a complete copy of GNU
GPL. Please put it there in a file named COPYING.

The POD section of t2html.pl is claimed to be dual licensed under
GPL/GFDL. Please put a complete copy of GFDL in a file named
COPYING.DOC. It is appropriate to put it into top directory.

The project is already hosted at sourceforge. Please confirm this is
a move. :-)
