Hello,

It is not about "what I say", but about the hosting requirements and savannah
policy.
All files must have a clear copyright statement and license information.

One reason is to help future users of your project who might want to use your
useful code in their projects - if they happen to use file of the files which
didn't have this information, it would make it hard to track copyright and
licensing information.

For the few rare cases of files which can not take comments, please explicitly
mention them in a README file and state their copyright and license
information.

To continue with the submission process, please upload an updated archive
using the Savannah web interface.

provide more information about this license (preferably, an official website)
? The license must a a free license, as defined by FSF/GNU.

Thank you for uploading an updated file.
To comply with the hosting requirements, all files must have a clear copyright
and license information. This include non-source-code files (e.g the many
BMP).
If copyright information can not be embedded in the files, please mention
their copyright and license in the README file.

Additionally,
there seem to be multiple copies of the COPYING file (and one LICENSE file):
  ./src/COPYING
  ./src/plugins/COPYING
  ./COPYING
  ./scripts/playerchar/COPYING
  ./scripts/pics/COPYING
  ./scripts/gimp/COPYING
  ./scratch/COPYING
Yet all of them contain a non-standard version of the GNU GPL file.

Please use the standard GPL file for v2 or v3:

https://www.gnu.org/licenses/gpl.txt
Having one copy in the project's archive is sufficient.

Please upload an updated archive to continue with the submission process.

Savannah is a good place to store it. Otherwise - other source-code hosting
services would be better suited.
