* The project lacks a README file which clearly states the license of the
package, and it should also carry a copy of the GPL somewhere (normally in a
file called COPYING or LICENSE in the root directory).
* I have noticed that some files (e.g. fdexception.h, tinyxml/changes.txt,
SimpleCacheCleaner/mainwindow.h or scons/lib/scons/SCons/dblite.py) lack the
copyright header. All files in the package need to contain the GNU license
header; an exception can be made for files under 10 lines, or which are

That is true. I withdraw my appeal to authority and apologize for such
a crude resource.

 Personally, I sort of see windows-only-software as a dependency issue. If a
 project is for windows only, then windows becomes a requirement to run the
 software.  When you really boil it down, if a package will only run on
 windows, then windows becomes a non-free dependency, which I have trouble
 with... especially since it's the operating system...

Apparently I am in the minority here, so I withdraw my suggestion for
a new rule. Thanks for an interesting discussion which has wandered in
directions different than the usual, and where hopefully we have all
learned a little bit (I know I have).

Savannah is run by the FSF; Mario and myself are just voluntary
admins, and it's the FSF (i.e. Karl Berry) who can make exceptions to
FSF rules.

As Mario did above, we should always consider what our principles and
goals are, and consider that the rules just implement the policies
most likely to achieve those goals. However, I don't draw the same
conclusions from those principles. Rules can and should have
exceptions. It does not mean that the rules are flawed: it just means
that the are not as complete as we would like. Rules are incapable, by
their very nature of being generalizations, to encompass the whole
world; therefore they will always have corner cases where cases have
to be considered individually, by their own merits. If possible these
new cases should supplement and augment the rules themselves; this
feedback loop is essential for improvement, but it will always accept
new improvements.

If we want to have more free software, we should strive for free
software to be written. The goal of having a fully free system will be
fulfilled when everything we can do on proprietary systems can also be
done on a free system too, as Mario points out. But this means that
free software should be as good as (or probably better than)
proprietary software, also on proprietary platforms. The GNU project
explicitly allows free software to run on proprietary platforms (the
famous system library exception) for a reason: to allow people using
those platforms to try out free software. If free software on those
platforms is deliberately handicapped, it will probably not make
people move over to free platforms; instead they will think that free
software is worse than the proprietary alternatives. Also, even the
best free software advocates do have to use proprietary platforms from
time to time, and being able to use free software there as comfortably
as possible will always be a good thing.

Improving Emacs on Windows may look like improving Windows, when seen
by a critical eye; but in the end it is more about improving Emacs
itself. I would think that writing an extension to free software (even
if it only runs on proprietary platforms) should always be allowed on
Savannah, and perhaps it should be stated clearly in the hosting
requirements.

I await for Karl to make an authoritative final decision.

Oops, didn't notice that classpath.org was a GNU project. In fact what utterly
threw me off (besides my ignorance) was the sentence: we would like to
register the project to have also a presence within the FSF: if classpath.org
is already within the GNU project then anything within it automatically has a
presence within the FSF, so there would be no need to have a project in
Savannah.

I would strongly recommend Savannah's world-class hosting for the full
project: repos, mailing lists and all. Anyway, it's Karl's call.

I would recommend that you state clearly and unambigously the license for each
driver, and that you add the license header to the README files themselves.

In regards to the license, everything seems to be fine. For clarity, it would

to have Unix name + version in the name, such as: apporaserver-0.0.1.tar.gz.

where you state the license for the whole package and for the binary files.
* Speaking of which: there are a lot of images in the Immagini and ImmTemplate
directories, but they lack any copyright information. You should state the
license for these files in a separate README or one specific for those
directories.
* While you have included in the file gnu_gpl_ita.html the Italian version of
the GPL, the canonical version is the English original. You should include
both.
* The first line of the license header: one line to give the program's name
and a brief idea of what it does. is just there as a reminder, it should be
removed.

As to the problem that you state: If I understand correctly, in order to
distribute Bo-Keep (GNU GPL v3 or at your option any later) with GnuCash, one
must upgrade all of the files that say [...].
My opinion is that you do not need to patch GnuCash or upgrade any files: you
can just distribute both counting on the compatibility between GPLv{2,3} and
GPL3+. Distributions do this kind of thing every day. Only if GnuCash was
GPLv2 and Bo-Keep was GPLv3 would you have to consider compatibility. And even
in this case, it is not clear that Bo-Keep is a derivative work of GnuCash:
using public interfaces is not the same as linking. As GnuCash is an optional
dependency there seems to be little trouble.

Hi Rahul,

All problems reported have been solved. There is however one pending issue:
here on Savannah we prefer the term GNU/Linux
http://www.gnu.org/gnu/why-gnu-linux.html instead of Linux, since we feel it
is fairer to the GNU project. This only applies when talking about the
operating system, of course; the kernel is just Linux.

Also, there is an inconsistency between win_del.sh, which reports the license
as GPLv2 or later, and the rest, which state GPLv3 or later. It is merely a
techincality since GPLv2+ includes GPLv3+.

Sorry for being so terse. The license headers must be applied to every file,
even those which are not source code. Remember that you have to give
permission to distribute the whole package, not only the source code. So:
HELP, INSTALL, README, TODO and WEBSITES should contain the copyright header
somewhere (it can be at the end of the file, and in fact it is the recommended
place). It should be enough with the COPYING file (and probably a note in the
README), but keep in mind that people might distribute individual files from
the package (yes, even the documentation) and lose the connection with the
license file. Also, this helps acknowledge that all files are under the GPL,
for the paranoid corporate lawyer. Here in Savannah we want to be on the safe
side, giving our users (and possible redistributors down the line) maximum
guarantees that this is indeed Free software.

The .ogg file should be also placed explicitly under the GPL; it is best to
show copyright information in the README file: pronounce linterna
màgica.ogg is (c) 2011 Ivaylo Valkov; it is distributed under the GPL.

Take your time, and update the new tarball when you are ready.

which can later defend them: either a physical person, a group or an
organization.
* The top level directory of tarballs is customarily named like the tarball
itself; so dynarray-0.0.tar.gz should decompress to dynarray-0.0/

I am reviewing your submission on behalf of Savannah, sorry for the delay.
There are a few issues with the project as submitted:
* There is no LICENSE file at the top level, it should contain the text of
the GPL.
* Some files (e.g. slapos.zcbworkarounds/CHANGES.txt) do not have the
required license header. For text files it is usually added at the bottom.
* It also happens with code files, such as slapos.zcbworkarounds/setup.py. As
a rule of thumb, anything over 10 lines should contain the header.
* Other files (e.g. slapos.zcbworkarounds/workarounds.py) have a non-standard
header. Please use the one in the GPL howto
http://www.gnu.org/licenses/gpl-howto.html.
* The README file should ideally explain the license for the package, but
also what SlapOS does and what it is good for.

The last item is just a suggestion. Can you upload a new tarball which solves
these issues, so we can continue with the process? Thanks!

I am reviewing your submission on behalf of Savannah. There are a few issues
with the project as submitted:
* Some files such as doc/dox/html/doxygen.css or
doc/dox/html/dynarray_8h_source.html do not have any copyright information or
license header.
* Even for binary files, such information should be contained in a README
file (for example in the same directory), including: filename, author and
license. If this information is the same for all files you can just state so.
* Also, it makes our job easier if you can just upload tarballs here instead
of uploading to github.

Can you upload an updated tarball that so we can continue with the review
process? Thanks!
