Please note Linux is just a kernel of a more complex system that we
like to refer to as GNU/Linux, to emphasize the ideals of the Free
Software movement.  Would you mind changing references to Linux as an
OS to GNU/Linux? (Read_Me.txt).  For more information, see
http://www.gnu.org/gnu/linux-and-gnu.html.

 This project uses a copy of the file curves_subroutines.f, a
 collection of subroutines from the FCC, assumed to be public domain
 but not explicitly free software.

Have you checked the file is _actually_ (Not just supposedly) on the
public domain?.  If so, then there is no problem [1].

Please add the licensing information to curves_subroutines.f and
Makefile, as with every other non-trivial file (10+ lines is the thumb
rule).

I noticed the project is licensed under the GNU GPL 3+.  I will change
the license field accordingly, let me know if that's not what you
intended.

Please fix these issues and provide a updated tarball.  You can either
attach it to the tracker or use an external hosting and provide a
*direct* download URL.

 Foursquare is a proprietary service that holds location data. There
 are open variants of this service. Should I use Foursquare or the

This is confussing.  I don't know what you do mean by proprietary
service.  A service can't be distributed or modified (At least, not
like free software); maybe you meant the _software_ used to provide
the service is proprietary?.

If Crowdmap.com runs on free software, then promoting Crowdmap.com is
a way to promote its software, and hence free software.

 My software does have a proposed Foursquare connector.

Right.  Do you think there could be an issue with Foursquare regarding
the free software philosphy?.  If Foursquare promotes proprietary
software or ideals we don't agree with, you can add a notice in the
documentation regarding why we don't agree nor support it.  If the
Foursquare platform software is proprietary software then its owners
are loosing their freedom by using it, but its users do not
necessarily do (The aforesaid essay regarding SaaS talks about this
point, among other things).  It may also be the case the Foursquare
software hasn't been published, so the question of whether it's free
looses its meaning.

reservation system.  Maybe it's understood without saying than you're
not obligated to develop it to the same technical level as existing
proprietary systems.  However, we shouldn't negate nor discourage the
possibility for anybody else to continue it.  Could you please change
the relevant comment in OTAConnector.java accordingly?.

You can learn more about the free software philosophy from the above

What's the role of OTAConnector.java?.  Will FRS function properly
without it?.

 I see the further development of the system as an intellectual
 challenge and would rather add some exercises to it than spoil the
 educational effects.

In my opinion someone looking for an intellectual challenge
specifically related to FRS can always implement a new feature.  If
need be, they can also rewrite an existing feature.  I would rather
advance the project as much as possible because AFAIK it's meant for
practical use and there will always be something for those hungry to
challenge themselves.  This is just a personal suggestion.

Also, the header of HotelChain.java reads Open Reservation System.
Wasn't the project named Free Reservation System?.

Please update your tarball and provide further information when
required.

I noticed you listed the license of the documentation in COPYING.docs,
however, the Copyright information (Name of Copyright holder and
years) is missing.  The or any later clause is missing as well; as
far as I remember Guile includes it.  Could you please check the
aforesaid file?.  cairo/cairo-procedures.txt also lacks this
information.

A copy of the license text should be distributed along with the files
in order to ensure the user will know his rights.  The GNU GPL and
LGPL are there, but I can't find the MPL; please include it.  There is
a copy of the GNU LGPL 3; as per the or any later clause, this is
fine, there is no need to include a copy of previous version.  (The
or any later clause is required for GNU Licenses, see [0]).

Hi.

README file still referes to The GNU General Public license or any
later version.  The version is missing.  Please use the complete
standard header if possible.  I linked to a GPL howto in the
previous message, please read it.

Likewise there is a reference to The Creative Commons license.
There isn't a single licensed named Creative Commons as far as I
know; it should be clear which one the project is using.  If possible,
please also include a plain text version of this license.  If you want
to dual license some files please put it clear explicitly.

It should be clear which files are under which license.  Is not clear
from context which files are These graphics.  I linked to a proper
example in my previous message.

Please add licensing information to the non-trivial plain text files
as well (TODO for instance).

If you need more information with some point search in the GNU pages
regarding software licensing; if then you're still unable to find the
required information don't hesitate to ask us.

You're presumably busy as well as us; we're volunteers and have to
review other project submissions too[1].  We review the projects and
ask maintainers to fix their licensing if need to ensure the user will
know and be able to make effective his rights.  Please put attention
to our evaluation so we can approve the project as soon as possible
and (Everybody) can move to other tasks.

Your project is not part of the GNU project, so we cannot accept its
current type.  We want to maintain the distinction between 'GNU' and
'non-GNU' projects.  If your project is approved for inclusion into
Savannah, we will set its type to 'non-GNU'.

I'm always pleased to see software is released under a free license.
However, that's unrelated to the issue I'm pointing.

Please note that regarding GNU Savannah hosting requirements[1] a free
licensing is neccesary but not sufficient condition.  Licensing is an
important part of free software but by no means the only one to be
considered.  For instance, here we have a wording issue; it's also an
issue when free software requires proprietary software to run.  More

 Regarding the media files themselves. They are distributed in source
 form in a way. The reason why I doubt they'll be useful to anyone is
 that they have been converted to a format very specific to Techne
 which is actually a string in Lua with all the binary data of the
 image or geometry model.

they're not.  Binary data encoded as a Lua string is clearly not the
preferred form of the work for making modifications to it.

 It would be theoretically easy for anyone to convert it back but I
 suppose the way to distribute the media data itself, if they're
 going to be useful to anyone, is in its original form as XCF or

It seems you're confused with a case of circular reasoning:

* The files are not useful because they're in a Techne-specific
  format.

* Publishing the Techne-specific format (Rather or in addition to
  source code) is justified because these files are not useful

Again, access to the source code is a precondition for free software.
By denying the source code we deny the user some of his rights, please
see http://www.gnu.org/philosophy/why-free.html.  Whether the files
are temporary or someone (I.g. You or me) consider/don't consider
them generally useful is irrelevant to the issue.

 On a sidenote and not that I disagree with your strategy regarding
 copyright notices etc. but just out of curiosity. Have there been
 many cases where these copyrights have actually been useful in
 court, or is it just a precaution?

Indeed, there have been cases.  For instance see FSF Settles Suit
Against Cisco: http://www.fsf.org/news/2009-05-cisco-settlement.html.
However usually the GNU GPL can be made effective with an explanion of
the issue, avoiding the need to raise the issue in a court; e.g.
http://clisp.cvs.sourceforge.net/viewvc/clisp/clisp/doc/Why-CLISP-is-under-GPL.

Glad to see you appreciate the free software philosphy.

 Basically the two files are identical.  The only difference is that
 they have different headers.  So my script form differs as much from
 a PNG file as a TIFF file does.

The files generated by the script, you mean?.  If it's just a
difference between image formats without loss of information
(Comments, alpha channel, etc.) it's fine.

 The only reason my script file could be considered more closed than
 any other image file would be that there are no readily available
 tools to convert it into another format or import it into editing
 software.

 So I think that's the way to go.  If you agree I'll start working on
 the scripts and get back to you when I'm ready.

I noticed some issues with the tarball you submited:

Several files under /smart_society/dependencies/smarty/,
/smart_society/dependencies/xajax/xajax_js/xajax_uncompressed.js lack
copyright  licensing information.

Files under /smart_society/dependencies/xajax/ refer to open source
instead of free software.

As our hosting requirements state, we don't endorse open source.  We
think it misses the point of free software.  Please see
http://www.gnu.org/philosophy/open-source-misses-the-point.html.

Could you please replace (Preferable) or at least append this
reference to open source by one to free software?.

The header in several files is inconsistent.  It's stated than they're
part of LaMantengo, then the rest of the header talks about Smart
Society.  Please use the same name along the license header.
Optionally you can add a statement like This file is also part of
LaMantengo.

Please fix these issues and provide a updated tarball.  You can either
attach it to the tracker or use an external hosting and provide a
*direct* download URL.

The README file refers to a GNU Public license, there isn't such a
license.  Probably you mean the GNU General Public License, please
don't forget to specify the version and the or any later clause.

There is object code in the tarball, apparently for OS X; do you plan
to host it at GNU Savannah?.

As a suggestion, have you considered using PNG images rather than
BMP?.  There would be a great compression ratio, especially for this
kind of images.

Please fix these issues and provide a updated tarball.  You can either
attach it to the tracker or use an external hosting and provide a
*direct* download URL.

its current name.

maintain the distinction between GNU and non-GNU projects.

In the Wiki there seems to be some confussion with some words:

GNU is a free software operating system
(http://www.gnu.org/gnu/gnu.html) usually used together with Linux, a
kernel.  We like to refer to this combination as GNU/Linux.  You can

Would you mind changing references to Linux as an OS to GNU/Linux?

The GNU project have released several software licenses meant to
protect the user freedoms we consider essential.  You can find a list
of them in http://www.gnu.org/licenses/licenses.html.

There isn't a GNU licensing agreement.  The term license agreement
is usually understood to mean a contract between the developer and
user of the software.  This is a practice commonly used by proprietary
software groups to impose restrictions beyond the capabilities of
Copyright.  The GNU Project don't do nor suggest anything like that.
Please clarify this term by using the specific name of the license in
question.

We don't endorse Ubuntu.  Ubuntu provides specific repositories of
nonfree software, and Canonical expressly promotes and recommends
nonfree software under the Ubuntu name in some of their distribution
channels.  As far as I know, Ubuntu includes Linux as distributed by
L. Torvalds. which also contains proprietary software and firmware.

Please consider using a fully free GNU/Linux distribution instead of
Ubuntu as the base for the live CD.  We maintain a list at
http://www.gnu.org/distros/free-distros.html.


Your project is not part of the GNU project, so we cannot accept its
current type.  We want to maintain the distinction between 'GNU' and
'non-GNU' projects.  If your project is approved for inclusion into
Savannah, we will set its type to 'non-GNU'.

If your project is accepted into the GNU project you may change its

You didn't submitted a tarball but only a file.  A properly
distributed softwre package must include a copy of its license,
usually in a file named COPYING located in a tarball together with tie

itself), then you can add a README file in the same directory

functions in Emacs that deal with Windows start with w32.
