for it.





I think the wisest choice is to contact the gpc author and ask him and his
university to re-release gpc as free software.

Can you explain me how you proceeded?



As far as I'm concerned, launching the JBoss package using the version of gij
shipped with FC3 resulted in an exception.



We would like that your project run in a completely free OS; the presence of
a package at jpackage.org does not necessarily mean that it will run fine
with a free version of Java. Likewise, despite the fact that all Apache
projects are released under a free software license, they most often require
people to use the proprietary JDK from Sun.



Btw, whether your Java projects needs to be natively compiled or
byte-compiled (as was done for Eclipse 2) is not important; all we need is
being able to run it without using proprietary software.





Also note that Savannah supports projects of the Free Software movement, not
projects of the Open Source movement.

We are concerned that projects at Savannah do not encourage the usage of
proprietary formats, such as MP3 and WMA. We just precised our hosting policy
at https://savannah.gnu.org/register/requirements.php (see especially "No
dependencies on non-free software", "No non-free formats software").



We would on the other hand be glad to host Limusina if it supports free audio
formats such as Ogg Vorbis or Flac.





Also, your files should carry an appropriate copyright and license notices.

We recommend you to test your project using GCJ and GNU Classpath, and ensure
that your Java code runs on this Free Software Java suite.

As far as I see, libpcap is under an Expat-like non-copylefted license (which
compatible with the GNU GPL, so there is no problem).



For the report, we are just concerned that if it is uploaded at Savananh, it
is released under a GNU or GDFL-compatible license.



Regarding headers.h, I suggest you contact the authors of the tutorials and
ask them if you use their code in a GPL'd program. You can also recreate it
from scrach, or derive it from the Linux kernel headers you saw (the Linux
kernel is released under the GNU GPL).

We are careful about ethical issues and insist on producing software that is
not dependent on proprietary software.

While Open Source as defined by its founders means something pretty close to

I see that there is a entry in

Norvegian, although there is no maintainer specified. Did you contact

conio). Please tell me if I'm wrong.

We only host projects that can run on a free operating system (such as Debian
GNU/Linux).

We have adopted this policy because now that completely free operating
systems exist, we do not want to encourage users of those systems to start
using proprietary operating systems so that they can use your program.

If you are willing to maintain a version for free operating systems, which
work as well as or better than other ports, you can then provide versions for
non-free systems as well.  The idea is that at no point eshould only-free
users be at a disadvantage compared to users of proprietary software.

Your project should always work equally well in free systems as in any other
version you provide; if you have some modules for non-free systems, you can

license is fine. If the html/ files are generated from the latex/ ones, you

delay their release until you have released the free operating system
version.

Moreover, the fact you use Visual Basic makes it nearly impossible to make a
port to GNU/Linux. Visual Basic is meant to be used only for MS Windows, no
matter how you code with it, and there is no free replacement for it that
could be ported to GNU/Linux (although there are .Net framework free
replacements, such as DotGNU and Mono, there is no ways to compile VB under
GNU/Linux). The only thing that could happen is rather a complete rewrite for
GNU/Linux, making it a double effort to maintain the application eventually.

It is better, especially when starting a new development, to use free,
non-proprietary technologies from the start, even if you are not familiar
with them yet - it will save time after.

Free software development environments do exist.
"Glade" is a graphical environment to build applications that works with the
"Gtk+" graphical toolkit. Glade can only be used under GNU/Linux, but
applications created with it, such as Gaim (gaim.sf.net), run under both
GNU/Linux and MS Windows. Gtk+ is meant to be used with the C programming
languages, but can be used by other more higher level languages such as
Python.

wxWindows is another portable graphical toolkit, although I'm not sure it has
a GUI builder.

I am not an expert on GUI builders, so maybe you should ask on forums to get
more advices on free software portable GUI builders.


Last, there are also some problems with your license.

The most important issue in your license is that it doesn't allow commercial
use. Check http://www.gnu.org/philosophy/words-to-avoid.html#Commercial and
http://www.gnu.org/philosophy/selling.html for more information.

It is almost always better to use an existing license, than to write your
own. By using your own license, you take the risk to run into legal issues,
whereas exsisting where written or validated by lawyers.

Your license is also in French. For a project distributed on the Internet, it
makes sense to write a license in English. If think you do need a license
written in French, you may want to have a look at the CeCILL license, which
was written to be conform to the French laws, and is compatible with the GNU
GPL.

Requiring to provide a binary along with any distribution of the source code
can be inconvenient as well.

There is also some details about sections that cannot be modified in the
documentation. In this case, we recommand to give the documentation a special
license, such as the GNU Free Documentation License (GFDL). This is not a free
software license, is incompatible with the GNU GPL, but

I am reviewing a project submission at Savannah.

This Java project is released under the GNU GPL, but uses the SWT library 
(which is licensed under the Eclipse Public License AFAICS) and also uses the 
Xalan library (which is released under the Apache 2 license).

I think all those licenses are mutually exclusive.

What would you recommand to do in this case?

I added the project submitter in carbon copy if you need any precision.

Licensing under the "GNU GPL v2 only" is problematic.

The reason for this is that when we publish GPL v3, it will be important for
all GPL-covered programs to advance to GPL v3. If you don't put this in the
files now, the only way to port your program to GPL v3 would be to ask each
and every copyright holder, and that may be very difficult.

Please also note that section 9 of the GNU GPL states:
"Such new versions will be similar in spirit to the present version, but may
differ in detail to address new problems or concerns."

Incidentally, the FSF haven't released any drafts yet. There is the AGPL
(http://www.affero.org/oagpl.html), which is more a prototype than a draft.

to think of them as free software projects.  A project name that says "open"
will tend to lead people to think of the project as "open source" instead of

I don't think there is any problem with hosting your project at Savannah
