I'm definitely still interested in hosting with Savannah. I registered the
project with gna when I was under the impression that Savannah was no longer
accepting new non-GNU project, but I would prefer to be hosted at Savannah if
possible. 

I believe my new tarball addresses all of your questions, but if not, let me
know what you still need from me.

I don't see why not. The person I talked with is Jorden Brinn, at 
jorden.br...@fcc.gov. The other person who I know of there who can 
sometimes answer questions about similar code is Dale Bickel. They're 
both in the media bureau; I don't know if they can answer questions 
about anything outside of that domain.

Presumably yes, or you wouldn't be writing still :)?

Hi,

I received a reply from the FCC confirming that their statement about 
the code applies to curves_subroutines.f as well. I updated the code to 
include a brief comment at the beginning establishing that the file was 
created by the FCC and is assumed to be in the public domain. The new 
tarball is at web.mit.edu/avenerm/www/rfree-2011-11-18.tar.gz.


I think I've addressed all of the issues with the tarball - please let 
me know if there's anything else I need to do.

Have you checked the file is _actually_ (Not just supposedly) on the
public domain?.  If so, then there is no problem [1].
As far as I understand from copyright law, anything written by FCC staff 
is automatically considered public domain. However, the file didn't come 
with a copyright notice. In the past I have asked about this regarding 
other FCC code and haven't gotten official confirmation. Here's the 
reply I got from the FCC when I inquired about another program they 
wrote and released to the public:


We aren't making any official statement about the code being in the public 
domain.

However, you are free to use the code, copy it, modify it, or otherwise make it 
available to others via the web.

I'm waiting for a reply from the FCC about curves_subroutines.f, but I 
suspect the answer will be the same.

There's an updated copy (with the Gnu/Linux reference fixed in the 
Readme and the license info for the Makefile) at

it again when I know what licensing info to add to curves_subroutines.f.

RFree is free software for allocating FM radio stations. It uses the FCC's
