Follow-up Comment #5, task #11582 (project administration): Hi Mario, I'm definitely still interested in hosting with Savannah. I registered the project with gna when I was under the impression that Savannah was no longer accepting new non-GNU project, but I would prefer to be hosted at Savannah if possible. I believe my new tarball addresses all of your questions, but if not, let me know what you still need from me. The person I talked with is Jorden Brinn, at jorden.br...@fcc.gov. The other person who I know of there who can sometimes answer questions about similar code is Dale Bickel. They're both in the media bureau; I don't know if they can answer questions about anything outside of that domain.

I received a reply from the FCC confirming that their statement about the code applies to curves_subroutines.f as well. Excellent. By the way, are you allowed to tell us your contact at the FCC? At https://savannah.gnu.org/task/?11582, Mario asked: I have noticed that you are hosting your project at GNA (http://gna.org/projects/rfree/). Are you still interested with hosting in Savannah?) Presumably yes, or you wouldn't be writing still :)? The new tarball is at web.mit.edu/avenerm/www/rfree-2011-11-18.tar.gz. I think I've addressed all of the issues with the tarball - please let me know if there's anything else I need to do. Mario, can you take another look and approve if all set? Thanks, Karl

Re: [Savannah-register-public] [task #11582] Submission of RFree
Hi, I received a reply from the FCC confirming that their statement about the code applies to curves_subroutines.f as well. I updated the code to include a brief comment at the beginning establishing that the file was created by the FCC and is assumed to be in the public domain. The new tarball is at web.mit.edu/avenerm/www/rfree-2011-11-18.tar.gz. I think I've addressed all of the issues with the tarball - please let me know if there's anything else I need to do. Thanks! Maggie On 11/14/2011 06:02 PM, Karl Berry wrote: Hi Maggie, (Really should be doing this in the submission ticket, but oh well.) As far as I understand from copyright law, anything written by FCC staff is automatically considered public domain. That is true, assuming the FCC staff involved were US government employees. The rules can be different for contractors. We aren't making any official statement about the code being in the public domain. What a useless FUD-generating non-statement by them :(. However, you are free to use the code, copy it, modify it, or otherwise make it available to others via the web. That seems good enough, if they confirm it about the present file. label it as public domain now, but change the license info to GPL 3+ if we make any substantial changes to it. Can you confirm? Yes, that sounds like the right thing to me too. Thanks, karl

Re: [Savannah-register-public] [task #11582] Submission of RFree
Thank you for your quick response. My replies are below. Please note Linux is just a kernel of a more complex system that we like to refer to as GNU/Linux, to emphasize the ideals of the Free Software movement. Would you mind changing references to Linux as an OS to GNU/Linux? (Read_Me.txt). For more information, see http://www.gnu.org/gnu/linux-and-gnu.html. No problem. This project uses a copy of the file curves_subroutines.f, a collection of subroutines from the FCC, assumed to be public domain but not explicitly free software. Have you checked the file is _actually_ (Not just supposedly) on the public domain?. If so, then there is no problem [1]. As far as I understand from copyright law, anything written by FCC staff is automatically considered public domain. However, the file didn't come with a copyright notice. In the past I have asked about this regarding other FCC code and haven't gotten official confirmation. Here's the reply I got from the FCC when I inquired about another program they wrote and released to the public: We aren't making any official statement about the code being in the public domain. However, you are free to use the code, copy it, modify it, or otherwise make it available to others via the web. I'm waiting for a reply from the FCC about curves_subroutines.f, but I suspect the answer will be the same. Please add the licensing information to curves_subroutines.f and Makefile, as with every other non-trivial file (10+ lines is the thumb rule). I added the licensing info to Makefile. For curves_subroutines.f, I believe the correct procedure (if I get confirmation from the FCC) is to label it as public domain now, but change the license info to GPL 3+ if we make any substantial changes to it. Can you confirm? I noticed the project is licensed under the GNU GPL 3+. I will change the license field accordingly, let me know if that's not what you intended. Yes, that is what I intended. Please fix these issues and provide a updated tarball. You can either attach it to the tracker or use an external hosting and provide a *direct* download URL. There's an updated copy (with the Gnu/Linux reference fixed in the Readme and the license info for the Makefile) at web.mit.edu/avenerm/www/rfree-2011-11-14.tar.gz. If needed, I'll update it again when I know what licensing info to add to curves_subroutines.f. Thanks again, Maggie

It uses the FCC's database of existing stations, as well as the rules about spacing between stations, to identify locations and channels available for new stations. RFree is an expansion of the contour software written by RF engineer Al Davis for this purpose, and also draws on the FCC's own fortran code. The primary purpose of RFree is to support new and existing community radio stations that are using the airwaves for community expression and social change. The existing software options for FM allocations are proprietary and pricey, and are therefore only available to RF engineers with substantial resources. RFree will allow experienced but less resourced engineers to provide affordable engineering to community groups. The RFree project is free software for free radio and is open to all contributors of all skill levels. Development is being supported by the Prometheus Radio Project (http://prometheusradio.org). Other Comments: This project uses a copy of the file curves_subroutines.f, a collection of subroutines from the FCC, assumed to be public domain but not explicitly free software. curves_subroutines.f is included in the tarball as is from the FCC, and as such does not have a copyright notice or license header.
