Is installing packages from the -testing and -rolling repos typically
necessary to keep a production machine functioning?

This indeed fixes the problem:

yum --enablerepo=sl-rolling install udisks2.x86_64

Gentoo had a similar problem about a year ago and it was solved with:
Fixed after upgrading udisks to sys-fs/udisks-2.7.5 and sys-libs/libblockdev as 
static, and other "helper" fs programs that libblockdev might need. The latter 
steps probably not necessary. Anyway all functional now.

Maybe there are some missing updates for similar files.

I just tested mounting an SD card from my camera and I get the same error
Error mounting /dev/mmcblk0p1 at /run/media/bill/disk: The function 
'bd_fs_mount' called, but not implemented!
This worked OK immediately before the update.
