Also of note, these type of queries should be sent to scons-users mailing list and not scons-dev. scons-dev is meant for internal development of SCons itself and not user issues when using the tool. SCons doesn't expect that, you can call it SConstruct (no suffix), or SConstruct.py (since the contents are in Python); all-lowercase letters works too.
