To allow for proper torque by helping to spread the load and to allow the bolts to torque to the proper spec by creating a bit of a "bearing" surface for them to ride on. If you've torqued a bunch of these heads using parts store bolts and stock bolts and compare that feeling to the one you'll get from these bolts you'll know why they work so much better.
The next best step up would be ARP head studs...
