in 90 and up they are controller by a relay controlled by the body 
computer I would check the relay first then go from there

theres a wiper control module that runs the whole show. it does the delay 
wipers too. on the 84 to 89 daytona its under the dash and its a yellow box 
labelled as a wiper delay control. not sure where the one is on your 1990 
model. on 
your 90 model it may be in the instrument panel hood where the switch is.
