A 183 without SDP has no role in the offer/answer process. It mostly 
just says "I'm working on your call." In the absence of the 100rel 
option it has no other significance. If it also has 100rel then it

If you want to send 180 to indicate that you are alerting then there is 
no reason to also send 183. Just as with 183, the 180 may be sent with 
or without SDP.


Note that the decision about whether to play early media at the UAC is 
not determined by the reception of a 183. Rather it is governed by the 
reception of media at the port in your offer, and can in principle occur 
even without receiving a 18x of any sort. However some implementations 
refuse to play early media until they receive an answer with an IP and 
port that they use to verify the sender of the media. If you are doing 
such validation, then it shouldn't matter what sort of 18x it is.

Therefore it could also happen that SDP in 200 OK differs from SDP
in 183. And you could get multiple different 183 replies. And 180
AFTER 183.

Even with the very same To-Tag there are reasons for doing so:

[UC3]: Consider a call to a B2BUA. It sends 180, UAC starts playing
RBT. B2BUA makes part of a large application, does some database
lookup, discovers who you are - and sends out 183 "We are so
sorry..."

[UC4]: UAC with integrated Voicemail. It starts sending one or more
180 replies, after a timeout the 183 announcement starts "The number
you have dialed..."

And about the use case of '183 Session Progress after 180 Ringing';

In our B2BUA, we provide the kind of feature where if actual callee does not
answers the call (callee has been sent 180 Ringing), caller goes to IVR (for
this B2BUA sends 183 Session Progress to caller). By having this, caller can
dial the desired number to reach specific extension.
