Sorry about the off-topic post, but a member of my household has
Stockholm Syndrome and chooses to use M$ products.  It transpires that
XP doesn't include an MPEG-2 decoder as standard.  Yes, I know, broken
by design.

Can anyone tell me a safe and malware-free URL to download a free
decoder?

Hi Peter,

I believe VLC can decode MPEG2 out of the box and is free (as in beer and 
speech - GPL licensed!).  It can be downloaded from your local mirror (see 
second URL below).

Not the direct link, because there is ... history in that project, but it
should do more or less what you want.  As a bonus: all the Windows video stuff
should now be much closer to being on par with Linux for ease of use.
