From what I have seen, the safest is a CPU heatsink with fan, because you know the CPU is being cooled. The alternative is the tricky task of making sure you have adequate air flow in the case to cool the heat sink anyway. Either seek out the most humungous heat sink you can lay your hands on, or seek out a quieter fan. So far, no one has posted a source of really quiet fans.
