Did you try changing it anyway? :)

The calendar in the clock applet drop-down draws its info through the 
evolution-data-server, and I'm pretty sure it respects that evo gconf 
key too. Mine is set to '1', and my calendar starts on a Monday.

I didn't change the evo setting as it was already correct and Gnome
calendar wasn't. Anyway, I followed Nigel's suggestions and got it to
work; wrote up a little howto here http://tinyurl.com/26ofj9
