Ummm.  I wrote the original www.nsw.gov.au site - they fscked it up 
last year using a Domino database at the arse-end of it...

I'm pretty sure it will be Fair Trading.

Good luck :-) As an exercise yesterday I went to
http://www.nsw.gov.au and tried to find the dept that was
responsible for this. I entered various search criteria to
do with water, clubs, restrauants, food, and even the the
Dept Fair Trading, as the serving of water in night club
venues was an issue some time ago. Alas no luck. It will be
interesting to find out how you find it using the means
available to a normal citizen :-)

They can charge, I think, a MAXIMUM of $0.20 for a glass of water - I 
remember seeing it somewhere in the Fair Trading Act when I was 
studying Law - I'll try to find the reference for curiosity value...:-)

It's a very "American" thing - as soon as you sit you have a jug of 
water and glasses - but then again, Adelaide is slightly (!!) more 
classy than Sydney... Why do you think they have the best Red's in the 
world (Hill of Grace !!!)

IIRC, in a place which serves either alcohol or food, it's actually illegal
to 1. refuse to provide tap water to customers or 2. charge for it.

either:
- take a small plastic bottle with you (like the 500ml orange juice ones)
and fill it from the sink in the dunny, or
- order the water, specify normal tap water, and if they charged for it
on the bill at the end refuse to pay (just the bit for the water),
you might have to argue a bit but they always give in eventually
(in my experience anyway).

(not that I've had to do that for a while, charging for water seems to 
mainly be a Sydney thing, in Adelaide it's increasingly popular for
restaurants to automatically supply (free) a jug of water and glasses)
