[sniffer] New add compain

I am seeing a log of spam with a subject line of with fw: or re: followed by
the username portion of the reciepient. Any way to create a rule for this?

There's nothing simple we can do for this one based on that alone - at
least not without risking a lot of false positives. We are looking at
structural abstracts wherever there is content. Many that we see are
empty.

SNF is not yet good at seeing what is NOT there.
