I haven't found it to be a big problem so I haven't developed a solution.
Use a lock washer and keep it really tight. You could experiment with
various lock washers, split washers or combinations.

I've just made checking the towhook part of my pre-flight routine.
Occasionally, one will have twisted and I just reposition and tighten.

I've used this type of tow hook arrangement but find that the hook
occasionally will loosen and rotate. I'd like to find a trick way to keep
that from happening. Any ideas?

Hi Dave,.
Use a piece of 1/2 square aluminum stock about 1  1/4 long, drill an 1/8
(or slightly larger) hole longitudinally through it about 1/8 from one
edge, bend a piece  of 1/8 steel rod into a U shape with an inside radius
of  say about 1/2 (the exact radius will become apparent once you see where
this is going),  cut the 1/8 rod so that it has one arm about 1  1/2
long, and the other about 5/8 to 3/4 long.  The longer arm goes into the
1/8 hole in the aluminum block and the shorter arm is your adjustable
towhook.  All you need is to provide for 1 or 2 set screws to hold the rod
in place, which can be on the top or the bottom of the block;  if on the
bottom then the set screws are accessible from the outside.  Just epoxy the
block into your fuse so that the hook protrudes from a slot accommodating
the range of adjustment wanted either side of the CG.  Voila!  hook can't
rotate...
