Sure you can anodize or powder coat aluminum, but I think he wants a steel
ring.

That won't last five min,
There ain't no cheap way. For a long lasting there is powder coating which
if done correctly they show a test on aluminum tubing being bent at right
angles without the paint coming off !

You don't anodize steel. It won't hold up. You can epoxy paint it or clean
the ring well and use bright red nail polish. It will still wear on the
inside, but should be quite visible. Easy to re-coat when needed.
