SolrCloud : $SOLR_HOME/solr.xml

is there a strong reason why we still need solr.xml on disk and it cannot
be persisted and used from in zookeeper ?

Yes, though the reasons are not so interesting.

Soon solr.xml is going away regardless - perhaps in a another release or two.
