You can mark user as "Read-only API user". (Read-only API users are forbidden 
from the Red Hat Satellite web interface, and allowed access only to a limited 
subset of the public API.) Unfortunately there isn't read-only WebUI user.

I created an account with (normal user) roles, but he can not not see the 
systems when he tried to go to spacewalk GUI.
I want him be able to "read" only, can not do any patch or install or upgrade 
any packages, only be able to see(read) what packages or errata on the system.

I tied to modify the user by assigning  a specific group, he is able to see the 
systems, but it looks like he also be able to install patches or packages. 
Which I don't want him to do.

What procedure that I need to follow to make it works?
