They could very well be in Thule, Greenland or Ascension Island, etc., and they may be there on unaccompanied tours away from their families. Since there is a war going on, they may not have time to drop everything to satisfy your thirst for information. So, please, don't waste thier time by reminding them that you pay their salaries, especially when you don't, or our time by BSing us. Just use your computer to do a simple google search and you will find the answers that you need. I am sure they accept some QRM as I have heard the fishing boats transmit on there occasionally, but intentional jamming is another thing. The Global station is 40 miles away form Offutt and half the population of Offutt doesn't know what it is or what it's mission is. The web link you gave had a pretty good explanation of the Iris system - basically, it is the name for the entire suite of radios, modems, computers, antennas, and so on that the Canadian army has recently deployed. We use Iris radios on HF, VHF, and UHF/SHF for voice (FM and SSB), ALE, and data. Any Canadian army transmission you hear is likely to be on an Iris radio - there are no special 'Iris' modes that would set a transmission apart from one done on another radio. When the fellow was speaking about 'numbers' stations, I think he was referring to encoded military messages (done in three-letter groups called 'trigrams'), not 'numbers' stations as we know them. Canada does not have a foreign intelligence service. I know all this because I am a Captain in the Canadian army. I'm just about to deploy to Kandahar, Afghanistan, where I will spend each day working next to a stack of Iris radios - patiently waiting until I have some free time and can play with my own radios! I will of course pass on to the WUN and Spooks crowd whatever interesting stuff I hear on my WR-G313e and IC-7000. I can't imagine how any intelligence agency that recruits its lowest level of grunt informants from the target population would just hand them their most sensitive secure communication gear.
