Tissue Paper Wrapped in Plastic

Has anyone designed a warehouse of Tissue Paper wrapped in Plastic maximum 
storage height of 25'-0" high
in a building that is 38'-0" high.

I couldn't find any design criteria in NFPA-13 for this commodity.

Depends on the packaging. If it is in boxes, class 4? If it is loose, then 
maybe lightweight rolled paper?

Sorry - just looked at the NFPA 13 criteria for tissue. I don't see any options 
to fit those criteria.

Maybe they could store it in boxes? Have you looked into FM criteria?

I just found this in NFPA-13 2013 Table A.5.6.4.1 that Paper products, 
uncartoned and plastic wrapped is Group A Plastic Commodities.

Is this correct?

Just to make sure I understand the applications - 

- Roll paper storage classification is more for bulk storage of giant rolls of 
paper that will be used to make paper products, 
 - the "tissue products" classifications with their various wrappings and 
cartons (group A/Class III) is geared towards consumer goods that are shipping 
for purchase/sales distribution

Is that the general idea?

It is more of a difference in the weight and density of the paper product.  
Tissue products are not limited to Kleenex in boxes for retail sales.  
Typically the more dense the product the higher the ignition temps are.

NFPA 13 defines the classes based on density of the material not its end use.

Just to make sure I understand the applications -

- Roll paper storage classification is more for bulk storage of giant rolls of 
paper that will be used to make paper products,
 - the "tissue products" classifications with their various wrappings and 
cartons (group A/Class III) is geared towards consumer goods that are shipping 
for purchase/sales distribution

Is that the general idea?

Roll paper is not toilet paper. Roll paper is one of three forms. 

Jumbos. These are the width of the paper machine (drying unit). Temporary, to 
be cut again at the pulp or paper mill. 13-25 tons. I may be out of date here. 
On an expensive steel spindle. 

Paper that is finished material, often shipped, cut later and package for final 
consumer packaging. Once upon a time sometimes coated from this size, although 
again, I’m likely out of date. A few hundred kilograms. 

Occasionally pulp, that is a thicker, heavier sheet. To be thrown in a giant 
eggbeater thing called a hydropulper, water added, and made into finished 
paper. Again, commonly a couple hundred kilograms.

PS. The only false operation I ever personally saw was in roll storage area of 
a pulp mill. I heard this air hissing up at the roof, and stood there staring 
up like a duck in traffic. When guy I was with ran, so did I, with no idea why. 
When the rusty water came out I was glad I did.
