You are already in sqlite there. It is unclear which
database you specified on the command line.
It's a one liner (from the shell prompt):
sqlite3 /path/to/cookies.sqlite .dump >cookies.tmp
Note: the optional parameter of .dump is not a database, but
one or more table names. Without parameter .dump dumps all
tables.
