I've seen those symptoms with other CHM files if they're on a network share. If that's the case for you, try copying to a local drive. Thanks for the help Joe Mistachkin. Dude! Something must've happened to that file, there is a tree in the Contents tab, but it doesn't matter which help file I click on nothing gets displayed. The help files do not have any data in them!
