I'm preparing to fix some remaining minor TODOs in the COSS code, but 
I'm not sure to be ready before the deadline.


The Windows COSS support for now is delayed, too much intrusive 
changes to disk.c.

If you see improvements in your tests, and that you are confident it
won't break other configurations using hash assignment then it's
sufficient for me.
