What's the name of the file?
Can you find this name somewhere in the squid.conf?

Or does squid invoke some other program like squidGuard?

Then please show the squid.conf.

Hey,
First of all I know zero about squid, I'm not even sure this is a squid
related problem.
We are having an issue where users try to download a file (an email
attachment, setup file, etc.) and are redirected to a page on our intranet
that says something about file downloads not being allowed.
The person I took over from here says that it may be something configured
in the squid.conf file.
I found the file but have no idea how to disable or modify this setting.
Could somebody please tell me how to go about this or if it is even
related to the squid proxy?!

Well, lets check for that first before getting into anything more detailed.
 What does the error message look like? What exactly does it say?
