I have no objections to someone else taking over, and removing my name from the 
doc.  Feel free to do that for any docs where I'm an author going forward, as 
needed.

That's a lot of Last Calls that didn't lead to advancement of the spec.
Were the same concerns raised each time, or were the concerns different?

I definitely second this then, Georg would be a great maintainer.

Since it keeps having last calls, keeps being used and working well
enough, and then no changes end up being made, I think we might as
well continue to request LCs until some changes are made or it
actually passes :)

Maybe having a new official author would help with that.

As somebody who has done the most non-editorial changes on the XEP in
the last six years, and saw (and contributed to) it failing Last Calls
in 2020, 2019, 2018, 2017, and 2015, I'd be glad and honored to
volunteer as the new maintainer.

However, given the history of Last Calls, I can not make any promises to
successfully get the XEP into Draft status.
