JERUSALEM (May 25) - As if Israel does not have a big enough public
relations problems in the world, the name Israel is set to be used this
summer on a UN agency's list of typhoons and hurricanes.

The consequence of a devastating storm named Israel causing massive
destruction and death - with the accompanying headlines - has enraged Jewish
leaders, who called it bizarre, stupid, and insensitive.

In addition to Israel, the name Adolph is on the same alphabetized list of
Eastern North Pacific Names for 2001, further fueling the indignation of
Jewish groups.

Max Mayfield, director of the National Hurricane Center in Miami and
chairman of the UN's hurricane naming committee, told The Jerusalem Post
that no one on the committee thought about the implications of the name
Israel.

We have four billion people on the planet, and you are the only person I've
ever had express a concern about the name Israel, which he called a good
Spanish name. Adolph, added Mayfield, is not the German spelling, and
there are a lot of good people with the name Adolph, too.

Abraham Foxman, national director of the Anti-Defamation League, expressed
outrage over the use of either name.

How about Jesus? Foxman asked. That's another good Spanish name. They
wouldn't name a hurricane Jesus, would they? If there were a headline that
said 'Jesus hits Philippines,' a lot of people would be upset.

It is totally insensitive. One would have hoped that people who have the
responsibility of picking names would have a greater sensitivity about what
names reflect. Adolph, in the lifetime of people still alive, to name
anything after [that] by an international body is offensive and hideous.

There are 10 regional storm areas with lists of tropical storm names.

Other first names that are also countries, for example Jordan and Chad,
do not appear on any list.

I understand that there may have been a lack of understanding in terms of
Israel, but there, too, one should look at every name that they pick from 14
views, and test them out in 14 ways, Foxman said.

Names for hurricanes are provided by a 25-man international naming committee
under Regional Association IV of the World Meteorological Organization, a
Geneva-based UN agency. The committee, which meets once a year, approved of
the list at the last meeting in April.

There is a certain terrible irony to naming a hurricane Israel, given that
the Nazis forced Jewish males who did not have what they considered to be a
distinctly Jewish name to add the name Israel as a middle name, said Efraim
Zuroff, Israel director of the Simon Wiesenthal Center. It was done in
order to make sure that they were clearly identified as Jews, and therefore
subject to the racial laws and other discriminatory measures.

With all our current security problems and the concurrent struggle over
Israel's image in world opinion, a killer hurricane named Israel is the last
thing we need, said Zuroff. I shudder to think how terrible it would be in
Muslim countries in the Far East if they found themselves suffering from a
storm by that name. All we can hope is that if a hurricane is named Israel,
it will be the least destructive one in recent history.

Mort Klein, national president of the Zionist Organization of America, mused
whether the use of both names wasn't intentional hatred against Jews.

It's funny that in an era when almost no one names their children Adolph,
for them to name a hurricane Adolph forces one to question their motive,
Klein said. It seems likely that this group has employed this name, which
brings up ugly memories, simply to show hostility toward the Jewish people.
With the UN's record of anti-Israel policy, it does not seem far-fetched
that they have now come up with a new method to bash Israel.

The WMO states on its Web site that not all names are used: The use of
people's names for this purpose is, however, not done everywhere. The
practice of naming storms, which usually bring destruction, after persons
appears to run counter to Oriental sensibilities. Thus, Asians, like the
Japanese and Chinese, prefer to name their storms after other living things
and also after inanimate objects like flowers, rivers, etc.

Both Mayfield and Arthur Dania, president of Regional Association IV, said
there was no possibility this year of removing the names from the list.

There is no mechanism to change it, and we certainly would not consider

 title calling these Serbian markings should be entered into a
 textbook for ethnic-stereotyping and how demonization is carried out
 as the title taken with the article as a whole suggests a forensic

NATO Reluctantly Prepares to Send Troops to _

BRUSSELS, Belgium (June 20) - NATO agreed Wednesday to send troops to all 
countries in the world, in order to disarm ethnic rebels equipped with 
weaponry recently supplied to them by NATO.  Intervention will take place 
only if negotiations between rebels and their respective government leaders 
are successful.  Otherwise, invasion will be deemed inevitable.

Prospects for an agreement, however, appeared doubtful in one location on 
Wednesday, as Macedonia's president, Boris Trajkovski, said talks between 
Slav and ethnic Albanian representatives had stalled.  He accused the ethnic 
Albanians of trying to carve up the country.  NATO officials expressed 
skepticism, saying that the rebels' function was only to destabilize matters 
sufficiently to justify NATO occupation, and subsequently to disband and 
prepare to compete with each other in regional mines for the race to the 
bottom dinar.

NATO officials, wearing ski masks and speaking on condition of anonymity, 
said in a statement that alliance members agreed on a ''concept of 
confiscation'' to enable NATO to attack swiftly on all fronts.  They said the 
alliance agreed to send brigade-sized forces to supervise the disarming of 
all Ultra-National Liberation Army fighters anywhere who agree to give up 
their weapons voluntarily.

Although there have been no such offers, one official estimated that 
3,000,000 NATO troops would be sufficient to effect the voluntary disarmament 
program.  

The troops would remain in the countries ''something like six weeks, or 
perhaps until the coming of the messiah,  one official said.

He said the alliance must now prepare a plan to determine the type of force 
required, and the precise number of truncheons involved.  American and 
British troops would naturally predominate, since their home populations 
maintain a glazed stupor, reacting with happy gurgles in renewed anticipation 
of seeing the green trajectory lines of NATO ordinance splayed out on CNN 
screens.

In the Balkans, ethnic Albanian rebels, citing the right to depopulate the 
region of Slavs, Jews, and Roma, have seized control of several villages in 
northern Macedonia, beating back government offensives. A shaky cease-fire 
has been in effect since last week.  NATO spokesmen were at a loss to explain 
why NATO had thus far not employed the traditional response of destroying 
Macedonia's infrastructure and strafing lines of stragglers.

However, this possibility has not been dismissed, since NATO members have 
''reaffirmed the urgent need for a successful outcome of the political 
dialogue, a statement which invariably prefaces full scale NATO hostilities.

''This is a crucial week, Javier Solana told the foreign affairs committee 
at the European Parliament, as he examined a target map of strategic 
hospitals, schools and nursing homes.  

''We must continue to do the utmost to avoid war in Macedonia,'' he said, 
unable to stifle his shark-like smile.

STOCKHOLM --Crushing poverty, the rapid spread of AIDS and overwhelming
unemployment that reaches over 50% in some regions has affected some 150
million children and youth in 27 countries in transition across Eastern
and Central Europe, reports the United Nations Childrens Fund.

In a conference entitled A Generation in Peril organized in Stockholm
to address the issue, UNICEF reported that 60 million children live in
poverty, 18 million young people are without employment, 1.5 million
children are housed in public institutions, and 700,000 suffer from
HIV/AIDS. Of this last group, a full 50% contracted the virus before the
the age of 25.

Millions of children are displaced by conflicts occurring in their
regions and are thus especially vulnerable to sexual exploitation,
extreme violence, crime, drug and alcohol abuse, and suicide.

The radical reforms that have come in the wake of major transitions
since the fall of the Berlin Wall in 1989 have had a major negative
impact on those living beneath the poverty line across the former
Eastern block and Baltic countries.

One of the greatest problems has been the inequality of schooling based
on ethnic origin, class and gender. After more than a decade of
transition it has become clear, says UNICEF, that many of these nations
are simply unable or unwilling to care for the millions who fall through
the cracks in their weakened social systems.

The UNICEF conference is designed as a precursor to the special UN
session in September that will address the objectives set forth in the
World Children's Summit ten years ago.

VIEQUES -- Some sneak onto the bombing range by boat. Others don

The idea is to halt bombing practice on Vieques island and being
arrested is part of the deal, even for the nephew of President Kennedy
and the wife of the Rev. Jesse Jackson.

We are not violent criminals even though we have endured the act of
shackles and have been treated as common criminals, an indignant
Jacqueline Jackson told a federal judge Tuesday. She was jailed because
she refused to pay $3,000 bail.

Activists working to end the U.S. Navy's six decades of bombing
exercises on Vieques claim their peaceful guerrilla tactics succeeded in
repeatedly pausing the military maneuvers and contributed to President
Bush's surprise announcement last week that the Navy must withdraw in
two years.

The people of Vieques have defeated the most powerful military
apparatus in the history of humanity, activist leader Robert Rabin said
Tuesday.

Another protest leader, Ismael Guadalupe, said the Navy wasn't bombing
Tuesday because protesters were on its prized firing range -- a claim
the Navy quickly disputed.

Our courage has turned Vieques into a world stage of peaceful protest,
Guadalupe said.

On Monday, as Navy jets dropped dummy bombs, Jackson walked through a
quarter-mile of thick underbrush and woods to breach a Navy fence. She
was arrested soon afterward.

Protesters say they want to reach the 900-acre beachside bombing range
that is on 12,000 acres the Navy owns on the eastern end of the island.
The Navy land is protected by a nine-mile arc of fencing that is
regularly cut and then repaired.

Seven protesters were arrested near the firing range Monday night, said
Navy spokesman Lt. Cmdr. Katherine Goode. She said they were caught
after they launched several flares, an hour before the Navy began its
bombing runs.

Protesters use flares to alert the Navy to their presence, and then
retreat to avoid arrest, said Luis Angel Torres, a spokesman for the
Socialist Movement of Workers.

More Navy exercises were scheduled for Tuesday. But Goode said they had
not started by late afternoon because fighter jets were performing
defensive maneuvers.

Vieques Commissioner Juan Fernandez, who observes the exercises for the
Puerto Rican government, said the maneuvers were delayed as Navy
security rounded up activists.

NEW YORK -- Personal debt is at an all-time high, and the amount of
income Americans [meaning: citizens of the U.S.] are dedicating to
making payments on it is at levels unseen in 15 years.

Mortgage delinquencies and write-offs by credit card companies are
rising, and personal bankruptcy filings could hit a record this year.

That translates to serious financial pain for families that are
overextended at a time when unemployment is rising, experts say. It also
means that just when the cooling U.S. economy needs spending by
consumers to sustain growth, they're hard-pressed to do so.

Consumer debt isn't a problem unless and until people lose their jobs,
and that has started to happen, said David Orr, chief economist at the
First Union Corp. in Charlotte, N.C. It's not the cause of the
economy's problems, but it can make the snowball roll downhill faster.

Durant Abernethy, president of the National Foundation for Credit
Counseling, a nonprofit organization that helps families with debt
problems, says the number of people seeking assistance is rising
rapidly.

Our average client is carrying more debt than they've ever carried, and
they're in trouble, Abernethy said. If their overtime is cut back or a
husband or wife is laid off, they have virtually no savings, so they go
over the edge.

The national balance on credit cards, auto loans and other consumer
loans rose to a record $1.58 trillion in April, according to the Federal
Reserve. Mortgage debt totals about $5.2 trillion.

Americans are spending 14.3 percent of their take-home pay on debts --
the highest percentage since 1986, Fed figures show. 

Credit card delinquencies -- accounts at least 30 days past due -- have
been hovering at about 5 percent, up from 4.3 percent a year ago.

In April, credit-card issuers wrote off uncollectible balances at an
annual rate of 6.7 percent, according to Standard  Poor's. That was the
highest loss rate since February 1997.

Mortgage delinquencies rose to 4.5 percent of outstanding loans in the
final quarter of 2000, according to the Mortgage Bankers Association of
America. That was the highest since 4.6 percent in the third quarter of
1992. There was a slight improvement in the first quarter this year.

Perhaps the strongest measure of American debt distress is the rise in
bankruptcies.

The number of bankruptcy cases filed in the first quarter rose to about
367,000, up 17.5 percent from a year earlier, according to federal
figures. Most of the debtors were consumers.

If the trend continues, filings this year will exceed the record 1.44
million in 1998.

Dear Friends

As the WTO prepares to meet in the relatively isolated and secure spot of
Qatar Nov. 9-13, many are no doubt wondering about an appropriate symbol
around which we as Canadians and Quebecois can demonstrate our opposition
to the violence of global capitalism. We apologize at the outset for the
length of this letter, but feel it is necessary to lay out the political
framework for this proposal, as well as the philosophical and tactical
basis of the action, so that anyone wishing to join is clear about exactly
what we propose.

LINKING ANTI-GLOBALIZATION AND ANTI-MILITARISM

It is in the spirit of trying to bridge the gaps between various social
movements that Homes not Bombs would like to extend an invitation to those
active in the anti-globalization movement (which includes many of us to
begin with) to consider placing a focus on an action around which we have
already been building since last January. On Friday, November 9, 2001, we
plan to resist the fist of globalization with a major nonviolent direct
action focusing on the Ottawa-based federal government research facility
where space warfare and star wars research is carried out on a daily basis.

The November 9 action-already endorsed by the likes of Noam Chomsky, Philip
Berrigan and Elizabeth McAlister, Voice of Women, Nevada Desert Experience,
National Union of Public and General Employees, Global Network Against
Weapons  Nuclear Power in Space, Country Music Fans Against the Cuts,
Toronto Action for Social Change and many others- is as much about peace as
it is about stopping the most powerful capitalistic nations on the planet
from pursuing global domination through control of outer space. It is also
about Canada's unique vision of creating the ultimate in cost-effective

Increasing access to space capabilities will contribute greatly to the
leveling of the playing field between the United States and its
enemies...Given the huge economic and military importance of space,
USSPACECOM must shape the region of space and be prepared to protect and
defend the US national interests and investments in space.

the next ten years, more than 1,000 satellites are projected to be

Also another reason for writing, is that this Friday,
in Bristol there is the court case of the person who
threw a tomato at Tony Blair over the bombing of Iraq,
and the continued refusal to acknowlege the plight of
DU victims. What will hopefully occur afterwards,(an
action) will I expect launch a damaging poster
campaign by Gulf War veterans (Bosnia  Kosovo
Peacekeeper vets also)over uranium posioning. The

NATO MAY JOIN MACEDONIAN QUAGMIRE

NATO agreed to send several thousand troops to Macedonia to help disarm
ethnic Albanian rebels if Slav and ethnic Albanian leaders can reach an
agreement to resolve the crisis there, according to the Associated Press.

The alliance said in a statement today that NATO members agreed on a
concept of operations to enable NATO to act swiftly to secure a peace
plan if it can be worked out between the two sides in the southern Balkan
country.

In the new study Waist Deep in the Balkans and Sinking: Washington
Confronts the Crisis in Macedonia, Cato's Ted Galen Carpenter writes that
the recent eruption of fighting in Macedonia and in Serbia's Presevo
Valley shows the bankruptcy of Washington's Balkan policy. He recommends
that the United States disengage and let the European countries grapple
with the situation.
